The old Ping'an town (commonly known as steal duck town and Ping'an town) is located in group 10 of today's Pingnan village. It was formed in the late Qing Dynasty, and the new Ping'an town refers to today's town. In 1925, Huang Chuanxiang, an outsider, came to steal the duck and set up the salt mill. He thought the name was indecent, so he changed it to Ping'an, which means "Ping'an". About 300 years ago, the territory has been inhabited by human beings. Today, Yuyang, Wugu, Yangjiazhai and the north corner of hengqiao village are the birthplaces of Ping'an. From 1726 to 1946, Ping'an area was under the jurisdiction of Baisha Township, Dongyi Township and Situan town in Fengxian County. In the spring of 1947, Fengxian County "withdrew the district and merged the township", and the Ping'an area was Binhai Township, where the township was set up to control the stealing duck. In 1972, the market town moved westward to siduangang. In October 1949, Ping'an district was subordinate to the Fifth District of Fengxian County, with 5 townships and 64 administrative villages including Shaochang, Ping'an, Minfu, sankan and Yucun. In 1954, lots of land to the south of Youyi river was transferred to Haibin farm (changed to May 4th farm in 1963). Since then, the southern boundary of Ping'an was separated from the sea. In 1957, Fengxian "withdrew districts and merged townships". Six villages in Yucun Township and five villages in sankan Township were returned to siduan Township, while the rest were built in Pingan township (Daxiang), under the jurisdiction of 28 senior agricultural production cooperatives. In September 1958, Ping'an people's commune was set up and the system of "unity of government and society" was implemented. During this period, there were five management areas, including Shaochang, Yuyang, Ping'an, Wugu and Minfu, and the names of some brigades were changed. In the same year, Fengxian County was assigned to Shanghai. In 1971, a new brigade was set up. In 1984, the people's commune system was abolished, the economic organization of the management committee was retained, and the people's Government of Ping'an township was established. Under the system, 25 administrative villages and 268 villager groups were under the jurisdiction, and some village names were adjusted. In July 1986, Zhuxin village, Zhenbei village and Jixian village were assigned to Hongmiao township; Xinjian village, Qianshao village, Shao boot village, Hongwei village, Shaqi village, Yangjiazhai village, hengqiao village, Wugu village and Liangmin village were assigned to Shaochang township; Pingnan village and other 13 administrative villages, 143 villagers' groups and 1 residents' committee were under its jurisdiction. In September 1994, Ping'an Township People's government changed its name to Ping'an Township People's government and implemented the system of town governing village. In May 2002, Fengxian District implemented the first round of town level administrative division adjustment, abolished the original Ping'an town and Shaochang Town, and established a new Ping'an Town, which had jurisdiction over 22 administrative villages, 233 villagers' groups, 2 residents' committees and Shaochang community office. In November 2003, Fengxian District implemented the second round of town level administrative division adjustment, abolishing the original Si Tuan Town and Ping'an Town, and establishing a new Si Tuan Town. The town governance is located in Si Tuan Town. Ping'an has been a township government for 57 years from 1947 to 2003. (2) Ping'an town has a glorious revolutionary tradition. In March 1927, under the leadership and influence of Lin Jun and Jin Xuecheng, the underground members of the Communist Party of China, Minfu, steal Ya'an and other places successively launched two armed riots to destroy and burn salt mines. In 1928, Liu Xiao and Li Zhuyi used the teacher-student relationship to send Ma Zuyuan (a student of Shuguang middle school) to set up secret revolutionary activities in Minfu primary school and Caomiao (now group 10 of Minfu Village) in the name of running a school and setting up Xiangtang. Liu came to Minfu many times to publicize revolutionary ideas and cultivate activists. For convenience, he recognized Su Xitao as his foster father. In 1938, Mazu was assigned by the party organization to organize more than 20 hot-blooded youths, such as Qian guilou, to study and train at the root of Zhou Da in Nanhui, to accumulate revolutionary forces and wait for an opportunity to launch armed riots. In December 1940, the Pudong Working Committee of the Communist Party of China appointed Zhang Xiaochu to the home of Wu Zhanglin (later renamed Chen Youxin) and announced that three Communists, Wu Zhanglin, Shi Cuixiang and Yu Jinfa, would form the Minfu underground Party branch of the Communist Party of China. Wu Zhanglin served as the Secretary of the Party branch, becoming the first underground Party branch established in Fengxian rural areas during the Anti Japanese war. Up to the eve of liberation, a total of 19 Communist Party members (20 others) were developed. During the Anti Japanese War and the war of liberation, revolutionary activities such as publicizing the masses, raising food and grass, transporting ammunition, rescuing the wounded, eliminating traitors for the people, and welcoming the entry of the army were carried out. The revolutionary stories of Su Xitao "Replacing" Liu Xiao from the enemy, Qian guilou selling land to donate revolutionary funds, Chen Youxin and Zhu Xiangsheng's wives being implicated and beaten by the enemy have emerged. In the struggle against the reactionary local armed forces, he was brave and good at fighting and would rather die than surrender, singing the song of triumph of Ping'an people for overthrowing the old government and yearning for new China. Thirteen sons and daughters of Ping'an, such as Tang Lansheng, Qian Zhijiang and Tang Yonglin, died bravely and sobbing. Chen Jinqing's family, now in group 4 of Yangjiazhai village, is still preserved in 1947 by Wu Jian of Pudong Working Committee of CPC
