In the Qing Dynasty, it belonged to Wanghe Shangli and Xiali: at the beginning of the Republic of China, it was divided into four districts. In 1917, the north section of Yuehan railway was opened to traffic, and the station was set up here, so it gradually developed into a market. In 1930, the county government moved from Lucheng to this place, and the county was rebuilt in the Republic of China. In August 1949, it was called Chang'an town. In 1953, it was renamed Chengguan town and attached to the first district; in October 1960, it was established as Chengguan people's commune; in August of the next year, it was changed into Chengguan town under the county jurisdiction, with jurisdiction over the two neighborhood committees of Chang'an and Wuli, the besieged city and two villages of urban and rural areas. In 1988, the administrative scope of Chengguan town was expanded, and Changcheng village, Feiyue village, Nongke village, Shizui village in Chang'an Township and Wuli Village in Wuli Township were put under the jurisdiction of Chengguan town. In 1992, Chengguan town was renamed Chang'an town. In 1995, the Department of civil affairs of Hunan Province abolished Chang'an town of Linxiang city and established two sub district offices, Chang'an and Qiaodong.
