Shuguang township is under the jurisdiction of Nianzishan District, Qiqihar city. It is located in the southwest of Nianzi mountain area, adjacent to Yalu River in the South and Longjiang County in the West. Originally under the jurisdiction of Nianzishan Town, Longjiang County, it was transferred to Chaomei people's commune in September 1958 and later renamed Hua'an commune, which was directly under the jurisdiction of Nenjiang special region.

In May 1960, it was under the jurisdiction of Qiqihar city. In December of the same year, it was under the jurisdiction of Hua'an District, which was under the jurisdiction of the sub district office. In June 1980, the rural production brigade under the jurisdiction of Yuejin sub district office of Hua'an district was set up as Shuguang people's commune. In April 1984, it was changed into Shuguang township.

Shuguang township is a small suburban township. The township covers a total area of 42 square kilometers, with 12000 mu of arable land, mainly for vegetables. Township run industrial chemical plants, agricultural machinery repair plants. The township has jurisdiction over six villages including Chengdong, Chengbei, Chengxi, Chunguang, Qiancheng and Xingfu. At the end of 1992, the total population of the township was 6255, mainly Han nationality. The township government is located in Xiaguang street, Nianzishan district.
