Xinmin Township is under the jurisdiction of Qing'an County, Heilongjiang Province. Located in the south of the county, East and North by the gemuke River, West by the double galaxy. The township government is 13 kilometers away from the county seat.
At the end of Qing Dynasty, Yuqing county was set up in 1905 (the 31st year of Guangxu of Qing Dynasty), which was under the jurisdiction of three districts. After the founding of the Republic of China, Yuqing county was changed into Qingcheng County in 1914, which was under the jurisdiction of two districts, three districts in 1919, and Southern District in 1931. After the fall of Northeast China, it was appointed as xiliangjia village in December 1933 and changed to xiliangjia village in January 1939. In July 1943, it was under the jurisdiction of xiliangjia village, Qing'an County. After the victory of the Anti Japanese war in 1945, it was initially under the jurisdiction of xiliangjia district. In June 1946, it was changed into the Fifth District, and in December 1948, it was changed into Xinhua District. In October 1949, it was also renamed the Fifth District. In April 1956, Xinsheng township was set up instead of regionalized township. In September 1958, it was renamed Xinsheng people's commune. In March 1966, Xinsheng commune was divided into Xinsheng commune and Xinmin commune. In April 1984, the government and society were separated and Xinmin commune was changed into Xinmin Township. Xinmin Township has a flat terrain, surrounded by water on three sides and fertile soil. The township covers a total area of 96 square kilometers, with 84100 mu of arable land, mainly planting soybean, corn, wheat, rice, etc. Township run industries include perlite factory, brick factory, plastic factory, cement pipe factory, tiemushe, etc. in 1992, the total output value of township enterprises was 20.4 million yuan. The township has jurisdiction over 11 villages, including Xinrong, Xinchun, Xinjian, Xinfeng, Xinshe, Xinmin, liangzhongchang, Xinxing, Xinzheng, Xinzhan and Xinwang. At the end of 1992, the total population of the township was 15000. The minorities are Mongolian and Manchu. The township government is located in panzhenhaitun, Xinzheng village.
