According to reports, in the past, the stuttering township was located in a remote place with inconvenient transportation, and the villagers who mainly grazed were helpless in the face of snow mountains, Gobi and drought. At the beginning of March 2001, the detachment of Shannan District of the armed police took the initiative to undertake the task of poverty alleviation in Touba township. They sent officers and soldiers with special agricultural skills to teach scientific methods of farming, lambing and child rearing, help transform farmland, buy seeds, send chemical fertilizers, and guide farmers and herdsmen to try to grow garlic, rape and other economic crops. This changed the traditional concept of farmers and herdsmen who were only engaged in grazing, and made the per capita income increase in this township The annual income increased by more than 300 yuan. In 2008, the per capita net income of farmers in the township was 4120 yuan.
