Xiaruo Lisu township is located in the southeast of Deqin County, Diqing, Yunnan Province. It is located in the national Baima Snow Mountain reserve and the core hinterland of the three parallel rivers world natural heritage. It is one of the two ethnic townships in the county. The main road of xiaruo township is tuoxia oil road. The construction of tuoxia oil Road started in early 2003. The mileage of the oil road is 19.85 km, and the total investment is 6 million yuan. The Provincial Highway Bureau invested 5 million yuan, and the state-level supporting funds solved 1 million yuan. The project was completed at the end of 2004. So far, xiaruo has become the first town not to have oil Road on the national defense line. The roads of the seven village committees below the township level are all forest roads and uneven earth rock roads, which are often blocked by debris flow in rainy season. Except for a few village groups which have access to agricultural lanes, there are almost no roads.

Zhubaluo River, which is listed as the main tributary of Jinsha River and rich in water resources, runs through xiaruo Township from north to south. On October 20, 1997, xiaruo Township built the first power station in xiaruo township: xiaruo power station, which has an installed capacity of 2 × 1000 kW. In 2006, the county government took the development of zhubaluo river resources as a major project of the whole county, and actively introduced foreign capital to build two power stations, namely, gemurong and Shiba.
