Historical evolution
Until the eve of the founding of the people's Republic of China, the Li Nationality in Longtong area was still in the primitive farming system, and there was no obvious class division, so it was a direct transition area. During the period of the Republic of China, it set up the administrative bureau of Limian township for Ninglang. After the founding of the people's Republic of China, it belonged to Ningli district (three districts) in 1950. Jinmian commune was established in 1958. In 1962, it was transferred to Ningli. In 1987, when the district was changed into a township, Jinmian township was added.

Resources and environment
Jinmian township has no large-scale mineral resources (only some places have sporadic coal mines for their own use), but it is rich in water resources (a certain section of Jinsha River is preparing to build a power station, involving the relocation of Longtong and Jinmian village committees), and has a certain scale of woodland resources. Because of the geological conditions, Jinmian township is the most frequent and serious place in Ninglang county. Economic situation
Jinmian township has complex terrain and diverse climate, which is suitable for planting a variety of crops. The main food crops are corn and rice. Tropical fruits such as oranges can be grown in areas with hot climate (such as Hemenkou natural village of Jinmian village committee), while corn, potatoes and beans can only be grown in areas with high altitude (such as above Xiangyuan natural village of Tuojiao village committee). Due to the support and promotion of previous township governments, flue-cured tobacco has become the pillar industry of Jinmian. In addition, white kidney bean and Acer fragrance have gradually become the main industries in some villages.

All kinds of infrastructure in the township are relatively weak. In addition, there are towering mountains, crisscross rivers and gullies, high mountains and steep slopes, poor geographical conditions, scattered people's living, and extremely closed traffic and information. In the old Jinmian village, ignorance and illiteracy coexisted, poverty and backwardness coexisted. Although hard-working people "work at sunrise and rest at sunset" to get rid of backwardness and poverty, they still can not get out of the shadow of poverty and backwardness. Among them, Longtong and Tuojiao village committees are the typical examples of education, economy and poverty. However, with limited human, material and financial resources, the successive governments of Jinmian Township increased their efforts in infrastructure construction, which made the situation better. At present, the vast majority of farmers have been electrified; drinking water conditions in most natural villages have been improved to a certain extent; biogas digesters and small water cellars are being further promoted; and the construction of stone pavement is being carried out on the section from Shali to Jinmian. But on the whole, the traffic problem is still the primary problem restricting the development of Jinmian. Jinmian village governs 4 villager committees and 52 villager groups, with a total number of 1811 households and a permanent population of 7544 (2017). There are 11 ethnic groups, including Han, Yi, Lisu, Pumi and Naxi. there are 1 health center and 4 health centers in the township. The clinics are equipped with village doctors for the convenience of the masses. since the implementation of the new rural cooperative medical system, the government and hospitals have made great efforts to publicize and mobilize the masses to participate in the cooperative medical system, which has achieved good results, and the participation rate is expected to reach more than 90%. Jinmian township has 19 primary schools (including 14 village primary schools, 4 completed primary schools and 1 central school) and 1 middle school. Most of the small villages were built by external donations. At present, there are 1271 students in compulsory education, including 770 primary school students and 501 junior middle school students.
Characteristic industry
Jinmian township has the advantage of sub hot climate in the valley, which is suitable for planting a variety of crops. According to the actual situation and local conditions, the government has promoted the planting of flue-cured tobacco, Eucalyptus Phoebe and other crops in the dam area, and promoted the planting of white kidney bean and other economic crops in high mountains. Through strengthening technical training and standardizing planting, the yield and quality of flue-cured tobacco have been greatly improved. At present, flue-cured tobacco has become a pillar industry in Jinmian Township, with an output value of more than 4.4 million yuan and an average output value of 1237 yuan per mu. In some places, orange and other tropical fruits will be planted (such as Jinmian village, Hemenkou, Longtong and Pingping), and "moo Xiang" (a spice, whose official name remains to be found) will be planted in some places (such as Tuojiao village, Zhonghe).
