In 2000, the village level system reform changed 11 village offices into 11 village committees. In December 2011, the township was replaced by Luobu town.

Scenic Spot Tourism
Luobu is the main activity area of the Red Army's Sichuan Yunnan Guizhou guerrilla column. In 1988, a monument to the martyrs of Yunnan guerrilla detachment of the Red Army, covering an area of 49 square meters and 6.44 meters high, was built in guojiafen. Yin Lucai (1912-1947) organized peasant armed forces in Guojia in 1935. In 1936, he joined the guerrilla column of the Sichuan Yunnan Guizhou border region of the Chinese workers' and peasants' Red Army. In the same year, he joined the Communist Party of China and served as the leader of the detachment. The detachment carried out a 12 year long guerrilla war on the Sichuan Yunnan border. In 1946, the KMT government assigned the central army to reorganize the 79th division to "encircle and suppress" the Yunnan guerrilla detachment with the cooperation of the aviation spy brigade and the local armed forces. Due to the great disparity between the enemy and ourselves, the detachment failed in the counterattack. In 1947, Yin Lucai died in Xinjie (Santao township).
