brief introduction
Hebo Township used to be a remote and poor township in Shaoyang County. Due to the constraints of geographical location, weak infrastructure, slow economic development in rural areas, and financial difficulties in the township, government cadres lived and worked in the old ancestral halls in the 1920s for a long time. After in-depth investigation, the township party committee and the government decided to adjust their work ideas. Since 2001, they have been taking tobacco production as the leader, vigorously adjusting the agricultural industrial structure and cultivating new financial resources. Starting with the transformation of working methods, the township implemented the combination of responsibility, power and benefit, with the Secretary and township head taking the overall responsibility, the party and government leaders jointly covering the village and group, the village cadres taking responsibility from household to individual, formulating and implementing scientific planting plans, and constantly improving the incentive mechanism, so as to fully mobilize the enthusiasm of farmers for tobacco planting. By setting up tobacco planting demonstration sites, supporting tobacco planting demonstration households, and guiding farmers in the township to rise the upsurge of scientific and technological tobacco planting, the tobacco industry has been growing, and the output, highest price and average price have ranked first in the city for six consecutive years. The total number of tobacco farmers in the township has grown to more than 780, with an annual income of more than 13000 yuan per household. The township finance has eliminated the deficit for a long time, and newly built office buildings and Township homes for the aged, providing centralized support for more than 40 widows and orphans, realizing the cement road connection in every village. Due to the improvement of infrastructure, the development potential of the whole township has been significantly enhanced, forming a virtuous circle of development. Since the beginning of winter last year, the township has arranged more than 400000 yuan to subsidize tobacco farmers and built 157 new curing houses, further expanding the tobacco industry.
