In 1922, it belonged to jingyidao. It was the ninth administrative supervision district of Hubei Province in the 21st year of the Republic of China, and the sixth administrative supervision district of Hubei Province in the 25th year of the Republic of China. Later, it belonged to the Fourth District Office of Jiangbei, Yidu county. At the beginning of liberation, it was the Baiyang District Office of Yidu county. In 1958, it was called Baiyang people's commune. In 1961, Baiyang people's commune was changed into Baiyang District, with jurisdiction over Shawan, Xinshan, Shanyao, Yafan, Shilin, Wuhe, Zhangdian, Yanjiang and Gaodian. In 1963, Yidu and Zhijiang were divided into counties, and Baiyang was assigned to Zhijiang county. In 1975, Baiyang commune was divided into two communes: Baiyang commune and Gudian commune.
