Shangmei township is under the jurisdiction of Wuyishan City, located in the east of Wuyishan City.
General situation of villages and towns
Shangmei Township, with a total area of 226.9 square kilometers, is a typical subtropical monsoon humid climate, with the highest temperature of 26.4 ℃ and the lowest temperature of about 0 ℃. There are occasional frost, ice, snow and other phenomena. It borders Wutun Township in the north, Shipi town in Pucheng County in the East, Wufu and Xingtian towns in the south, and Wuyi and Xinfeng Street offices in the West.
Historical evolution
In song and Yuan Dynasties, Shangmei township was divided into shangmeili and waiwufuli in Dongxiang. During the reign of Yongzheng in Qing Dynasty, it belonged to Wufu kaiyao township. It was Shuangmei Township in the 25th year of the Republic of China. In the 32nd year of the Republic of China, the rural protection area was adjusted, and Baishui and Shuangmei were merged into Baimei township. In 1951, Baimei township was changed into Shangmei Township, under the jurisdiction of four districts (Wufu District).
In 1954, Shouyang township was separated from Shangmei township. In 1958, Shangmei township was under the jurisdiction of Yueyuan people's commune (later known as Wufu commune). In 1972, Shangmei township was separated from the jurisdiction of Wufu commune, and Xiayang people's commune was established, with nine production teams under its jurisdiction: Yang, Xiamei, Shouyang, Jinzhu, Lingshan, Lijiang, Chajing, Hedun (Wuyi commune analysis), and Tingxia (Chengguan commune analysis). In 1976, the commune improved seed farm and breeding farm were set up. In September 1984, Xiayang people's commune was renamed Xiayang Township, and the township improved seed farm and breeding farm were changed into administrative village. In December 1989, the Department of civil affairs of Fujian Province approved to change its name to Shangmei township.
administrative division
The township governs 11 administrative villages (Shangmei village, Xiayang village, Hedun village, Tingxia village, Shouyang village, Diwei village, Jinzhu village, Lingshan village, Lijiang village, Chajing village and wengtun Village), all of which are old villages. There were 35 revolutionary "five elders" originally, but now there are 3 surviving. There are 139 natural villages, 146 villager groups and 15401 population in the township.
Geography
Shangmei township is high in the north and low in the south, with undulating mountains. The highest peak is Dawang peak, 1554 meters above sea level. The altitude of ezishan is 1002 meters.
infrastructure
Shangmei Township completed the land consolidation project of agricultural development in 2007, with a project area of 3189.50 mu, a total investment of 6.1287 million yuan and a new cultivated land area of 266.40 mu. Meanwhile, 38 roads damaged by water, 4 flood dikes and 4500 meters of canals were repaired, with a total investment of more than 300000 yuan, In 2008, it invested 1 million yuan to complete the road hardening and greening project on both sides of meitun street.
In 2008, 100% of the administrative villages were connected with highways, and 7 highway hardening construction projects of 57.618 km were completed, with a total investment of more than 20 million yuan. On this basis, the natural village highway hardening project of 5 km from tingxiaxitou to Shouyang village was completed in 2008, and the highway hardening project of 1.73 km from Shangmei to Wufu was completed. 100% of the farmers have access to electricity, and more than 14000 people in the township have been lifted out of poverty.
There are 24 enterprises in the township, 2 new reservoirs with 5 million cubic meters of water storage and 9 power stations with a total installed capacity of 5740 kW. After the implementation of nine-year compulsory education, there is a junior middle school, a central primary school, four village primary schools and 197 teaching staff in the township.
health education
Health education has been consolidated. The township's medical and health and public health epidemic prevention system has been continuously improved, the emergency mechanism for public health emergencies has been established and improved, the product quality and food safety have been ensured, the long-term disaster prevention and mitigation system has been improved, and the health treatment for everyone has been basically realized. In 2008, 15000 people in the township participated in the rural cooperative medical insurance, with a participation rate of more than 95%; 80000 yuan was invested to transform and decorate the operating room and disinfection room of the township family planning service station, add medical equipment, and enrich one licensed doctor.
To integrate educational resources and improve the educational infrastructure construction of Shangmei primary and secondary schools, we will invest 100000 yuan to complete the construction of facilities such as circular runways in Shangmei primary and secondary schools, 510000 yuan to build the school canteen and ancillary projects in Shangmei middle school, and 150000 yuan to complete the reconstruction project of the old teaching building in Chajing village. economic development
The characteristic planting and breeding in Shangmei township has begun to take shape. In recent years, Shangmei township has been actively adjusting the agricultural industrial structure, adjusting measures to local conditions, encouraging farmers to grow tobacco, vegetables, lotus and mushroom, so as to realize the comprehensive development of various industries. As of 2009, the demonstration bases of lotus planting and snail cultivation in rice fields have been successfully established in Gaoshan village areas such as Chajing and Lijiang. Every year, 1100 mu of lotus seeds and 1000 mu of snail cultivation in rice fields have been developed in Gaoshan village areas such as Chajing and Lijiang. 500 mu of tea hills have been newly opened in the township, with a total tea planting area of 2500 mu. There are 2 tea processing enterprises. Meanwhile, poultry and livestock breeding have been greatly developed, and 1000 sheep have been raised in Zhushan More than 10000 ducks were raised to increase agricultural efficiency and farmers' income.
Old revolutionary base areas
Shangmei township is a famous old revolutionary base in Northern Fujian and even Fujian Province. During the second Civil Revolutionary War, Shangmei township was the center of revolutionary activities in Northern Fujian. In September of the 17th year of the Republic of China, Xu Lujun, Chen Geng, Xu Fuyuan and others held the uprising of Shangmei which shocked the whole province in Houli village. Shangmei uprising is the first large-scale peasant armed uprising in Chongan county. It is also the earliest uprising with program, plan, organization and preparation in the revolutionary history of Northern Fujian. It is one of the "five major" peasant uprisings in Fujian. The wide area and great influence played an important role in the revolutionary struggle from Northern Fujian to the border region of Fujian and Jiangxi, and laid a foundation for the establishment of the Northern Fujian base with Chong'an as the center.
On May 1, 1919, the first county-level Soviet government in Northern Fujian was established in Xiatun village.
In more than 20 years of revolutionary struggle, the people of Shangmei Township experienced the agrarian revolution, the war of resistance against Japan and the war of liberation, and made great contributions to the liberation of Chongan, Northern Fujian, the whole province and the whole China. Won the honor of "red flag does not fall".
The site of Shangmei uprising is listed as a key cultural relic protection unit at the provincial level.
