Huangfang Township
Huangfang township is located in the north of Jianning County, adjacent to Xiyuan Township and Datian township of Taining County in the East, Xikou town and Suixi town in the southwest, and Lichuan County in Jiangxi Province in the north. The township government moved from Huangfang village to wudiaoxinji town on December 9, 2016, 13 km away from the county.
In 2017, the administrative area was 21500 hectares, with 8936 permanent residents.
The township governs 8 administrative villages and 93 villager groups. There are 427 party members and 11 grass-roots party organizations in the township.
Historical evolution
It was changed into a commune in 1958 and moved to Huangfang the next year. In 1965, it was renamed Huangfang people's commune, and in 1984, it was withdrawn from the commune to build the township. In 2005, it has jurisdiction over 8 villages, 93 villager groups and 105 natural villages. The Han population accounts for 99.8%, and there are 37 ethnic minorities such as she, Zhuang, Li and Miao.

It is located in high mountains and hills. Three streams form a natural water system. The annual average temperature is about 15 ℃ and the rainfall is abundant. The mountain forest area of the township is 240000 mu, including 130000 mu of fast-growing and high-yield forest, 42000 mu of bamboo forest and 7000 mu of fruit mountain. The forest coverage rate is 80%, and the mountain area is rich in resources. The annual output of commercial bamboo is 300000, with 4500 tons of fresh bamboo shoots and 600 tons of dried bamboo shoots.
Township will be state-owned forest farm in Luling, county wudiao quarry. There are four peaks with an altitude of more than 1000 meters in the township. The annual average temperature is 15 ℃ and the annual rainfall is 1727 mm. The main mineral resources are granite.
economic development
The cultivated land area of the township is 16832 mu, including 15344 mu of paddy field. Anyin, jiangshang, wudiao and other villages are the main grain producing areas. The main food crops in Huangfang are rice, sweet potato, potato and miscellaneous grains. The main economic crops are lotus seeds, tobacco leaves, fruit trees and edible fungi. Lotus seed area of 2600 mu, 62 kg per mu, the total output of 130 mu. 4310 mu of flue-cured tobacco, with an output value of 7.8 million yuan and an annual tobacco specialty tax of more than 1.6 million yuan. The area of mountain forest in the township is 242400 mu, including 130000 mu of fast-growing and high-yield forest, 38156 mu of bamboo forest;
It can produce 300000 commercial bamboo, 4500 tons of fresh bamboo shoots and 600 tons of dried bamboo shoots annually. The fruit mountain covers an area of 8160 mu, with 6961 mu of fruit and 4873 tons of output. The annual dry output of edible fungi is 106 tons, and the annual fresh output is 20 tons. The forestry land area is 206400 mu, and the forest coverage rate is 69%. The collective forest property right system reform has been completed, and 1492 copies of forest reform have been completed, with a registered area of 194000 mu. Maozhushan covers an area of 21500 mu. Bamboo shoots and bamboo are one of the most important sources of income for villagers. Local products mainly include dried bamboo shoots, red mushrooms, agaric, coniferous millet, chestnut and Litsea cubeba seeds. The cultivated land area is 16547 mu, 1.6 mu per capita. In 2003, the government subsidized 4400 yuan for the first purchase of combine harvesters. By 2005, the township had purchased 10 combine harvesters, and more than 50% of the rice harvesters were mechanized. In 2005, the total output value of agriculture reached 45.41 million yuan, which was twice that of 1988; the per capita net income of farmers was 3426 yuan, which was nearly four times that of 1989.
In 1988, there were only agricultural machinery factories, supply and marketing cooperatives, processing plants and forest products chemical plants in industrial enterprises, with an output value of only 5.43 million yuan. Since the 1990s, we have made great efforts to develop township enterprises and set up all kinds of processing enterprises with wood, bamboo, bamboo shoots and other resources. In 1994, we established Qingshui bamboo shoots cannery as the first township enterprise. In 1997, there were 9 township enterprises with a total industrial output value of 14.61 million yuan, 7 village run industrial enterprises and 61 individual industrial households with a total output value of 2.19 million yuan. By 2002, there were 16 industrial enterprises such as stone processing, wood processing and agricultural and sideline products processing. In 2005, there were 132 industrial enterprises with 1080 employees in the township, with a total output value of 150.95 million yuan, 14 times that of 1988, and 354 self-employed households.
The industrial structure of the township has been gradually adjusted and optimized, forming an industrial pattern of simultaneous development of grain, tobacco, seed production, bamboo shoots, fruits, edible fungi, breeding and other industries. There are more than 20 processing enterprises in the township, including 5 Industrial Enterprises above designated size.
The cultivated land area of the township is 24012 mu, including 21833 mu of paddy field. Anyin, jiangshang, wudiao and other villages are the main grain producing areas. In 2017, the total output value of agriculture, forestry, animal husbandry and fishery of the township was 272 million yuan, the investment in fixed assets of the whole society was 800 million yuan, the total financial revenue of the township was 8.4 million yuan, and the per capita net income of farmers was 15059 yuan.
Science, education, culture and health
There is a central primary school, a central kindergarten and a middle school in the township (incorporated into Xikou middle school in 2005). There are 76 primary school teachers and 36 middle school teachers. Huangfang health center was built in 1986, with 8 cadres and staff, covering an area of 900 square meters. It has 8 departments including internal, external, children, obstetrics and Gynecology, traditional Chinese medicine, radiation, B-ultrasound, etc., and 12 beds. There are 7 clinics and 16 rural doctors in the township. In 2005, the total savings of the township was 13 million yuan. There are 5 league level cadres and 17 section level cadres in the township, Li Guangdong, the first champion of grain sales in the province, and Chen Lili, the national "March 8" red flag bearer.
social undertakings
Before 1988, the newly-built houses were mainly wooden houses and earth houses, most of which were one or two floors with households connected. There was no overall planning and the distribution was scattered. In 1991, the township and village began the first phase of new village construction, implementing unified planning. 45 new houses with a construction area of 9700 square meters were built in Huangfang, Shangtian, jiangshang, wudiao and other villages. After 1995, the township carried out the construction of new villages in an all-round way, building 111 new houses with a construction area of 13800 square meters.
After 2000, the new villages designed by anyin, jiangshang, chenling and wudiao are more novel and have more complete functions, with brick concrete structure of two to three stories. From 1988 to 2005, nearly 200 old and new houses were demolished and built in the township, with a construction area of more than 210000 square meters. Before 1988, there were two 230 meter long Huangfang streets, which were extended by 30 meters in 1995. In 2005, when Huangxi highway was reconstructed, the concrete pavement was resurfaced. From 1988 to 2005, three 27 km cement roads were built successively from Huangfang to Xikou, anyin to Luling, and still Tian to jiangshang. There are six bridges, three power stations with a total installed capacity of 493 kW, and 10 small hydropower stations in each village with a total installed capacity of 162 kW. In 1996, the program-controlled telephone was put into operation. For the first time, 100 telephones were installed in three villages. By 1999, the program-controlled telephone was connected to every village. In 2005, mobile phone signals basically covered all villages, with more than 1100 mobile phone users in the township.
With the continuous improvement of infrastructure conditions, villages and groups have been basically connected with cement roads, safe drinking water, cable TV, etc., provincial highways have been built to cross the border, and Changfu high-speed railway has passed through our Township, with military dispatching stations set up. Teaching conditions have been improved, teaching quality has been improved, rural medical and health insurance has been developed, social security has been stable, and the people live and work in peace and contentment.
