On November 17, 2012, with the approval of Jiangsu provincial government, Jiangsu Huaiyin economic development zone was officially renamed as Jiangsu Huaian high tech Industrial Development Zone, marking the "zero breakthrough" of Huaian provincial high tech Development Zone. On February 13, 2017, it was officially upgraded to a national high-tech Industrial Development Zone with the approval of the State Council.

Huaiyin Economic Development Zone, the predecessor of Huai'an high tech Industrial Development Zone in Jiangsu Province, is located in the north of the main urban area of Huai'an City. It has completed the "nine links and one leveling" project, covering an area of 33 square kilometers. Now there are 104 listed enterprises. Huaian high tech Zone, formerly known as Huaiyin economic and Technological Development Zone, started construction in May 2001, was approved as a provincial Development Zone by the provincial government in April 2006, renamed as Jiangsu Huaian high tech Industrial Development Zone in November 2012, and officially upgraded to a national high tech Industrial Development Zone on February 13, 2017.
