Xu Shifen (1791-1848), a native of Pinghu, was named Xin'an and Xing'an. Qing Jiaqing 23 years (1818) the first rural examination. Twenty four years Jinshi, Hanlin Academy shujishi, Sanguan first class, granted editing. In 1822, he was appointed Deputy examiner of Jiangnan. In the next year, he was the same examiner in the joint examination, and promoted to study politics in Guangdong. In the 16th year, he was promoted to cabinet bachelor and Minister of rites. For 19 years, he was the right servant of the Ministry of government and industry. He was also in charge of the affairs of Qian Fatang. Soon he was appointed as the Deputy examiner of Shuntian. In the autumn of the same year, he served as the official examiner in Jiangnan. Xuantiao is the right servant of the household department. Later, he returned because of illness.

When Xu Shifen was appointed as an official in the inner court, he had a good reputation of "being upright, strict and resolute, with no malpractice". He has been in the Ministry of industry for the longest time, and has made great achievements in rectifying money and law and building water conservancy in the capital. After returning to Jiaxing, he published a book named Jinshi Zongyi for Fengdeng mansion. His works include shufangge poetry collection, etc. a book collector in Qing Dynasty. In the second year of Daoguang (1822), he was appointed as the Deputy examiner of Jiangnan, moved to be the same examiner of the joint examination, and was promoted to the position of Guangdong Xuezheng. In the 16th year of Daoguang (1836), he was promoted to the post of Bachelor of cabinet and Minister of rites, right Minister of work, deputy examiner of Shuntian, examiner of Jiangnan, right Minister of household, etc. Later, he returned home with illness. It has the reputation of "founder, strict and resolute, no malpractice". He has been in the Ministry of industry for the longest time and has made great achievements in the construction of water conservancy in the capital. He is fond of collecting books. He has a library named "shufangge". He has compiled 6 volumes of shufangge bibliography, and has more than 1000 kinds of books, including more open-cut books. The book collection is printed with "Minister Xu Shifen", "seal of Shufang Pavilion" and "book collection of Xing'an". After returning to his hometown, he published a book named Jinshi Zongyi for Feng Dengfu, a bibliophile in Jiaxing. His works include shufangge poetry collection, etc.
