Gao Guotai (1918-1990), a native of xiaozhachi village, Mosha, Xinping County, is of the Yi nationality. He was a member of the Seventh National Committee of the Chinese people's Political Consultative Conference, Deputy Secretary General of the sixth Yunnan Provincial Committee of the CPPCC, member of the Sixth Central Committee of the China Democratic League, and vice chairman of the eighth Yunnan Provincial Committee of the China Democratic League.

On October 11, 1918, Gao Guotai was born in xiaozhachi village. His generation fought against the local chieftain forces from generation to generation and suffered from constant fighting and oppression. All five uncles were killed and his family had experienced ups and downs. Growing up in such an environment, Gao Guotai has developed a strong and upright character.

In his childhood, Gao Guotai studied in his hometown and was admitted to Xinping county middle school. In 1936, he was admitted to the provincial Kunhua Institute of technology as the second in the Department of wood. In the autumn of 1936, he was admitted to the Department of civil engineering, College of engineering, Yunnan University. When studying in Yunda, because of contacting with progressive teachers and students, influenced by the democratic trend of thought, he joined the student secret organization "spark society" with the purpose of Anti Japanese and anti Jiang. From 1939 to 1948, he served as an interpreter of the US Army, a teacher of Kunhua business school, the dean of educational administration of Kunhua polytechnic school and the president of Huxi Normal University. He joined the China Democratic League in November 1945. During this period, under the cover of teaching, he cooperated with and supported the democratic movement, and actively participated in the activities of the league; served as the manager of China Weekly sponsored by the Democratic League to publicize democratic ideas; covered a group of Communists and members of the Democratic League who had exposed their identity in the "July 1st five year" movement to teach in Huxi Normal University and engage in revolutionary activities; and launched an armed uprising in the old city of Huxi on February 5th, 1948 A large number of progressive teachers and students of Huxi normal school took part in this struggle. Therefore, Gao Guotai was removed from the post of headmaster by the reactionary authorities, and Huxi normal school was dissolved. In 1948, Gao Guotai was arrested and imprisoned by the Kuomintang authorities for continuing his revolutionary activities. After six months of imprisonment, he was rescued by the Democratic League. In May 1949, at the order of the organization, he went to Simao Pu'er area with a radio station, found Liu Baoxuan, the leader of the second column of the Yunnan People's anti Jiang self rescue army, and other comrades to carry out the work and convey the plan of the Luhan uprising to them. In September of the same year, he was also assigned by the organization to participate in the political work of fighting for, controlling and instigating the local armed longchunzeng department in Northeast Yunnan. Under the cover and cooperation of the "Yunnan, Guangxi and Guizhou border region column" of the people's Liberation Army, he decisively held an armed riot in Dazhai, Qiaojia county, and took 1500 people from the two main groups of Longbu to Baiwu Town, Huize County, and handed them over to the "border column" for reorganization.

After the peaceful liberation of Yunnan, Comrade Gao Guotai actively participated in the construction of the people's political power and the organizational activities of the Democratic League. He has served as member of Kunming Municipal People's government and President of Kunming Industrial school. Member of the Standing Committee, deputy secretary general and Minister of culture and education of the Yunnan Provincial Committee of the Democratic League of China. He sincerely accepted the leadership of the party, worked hard to complete the task, and devoted himself to the municipal construction, industrial construction and the organization construction of the Democratic League in the early days of the people's Republic of China. In 1957, Gao Guotai was wrongly classified as a "rightist" until he was corrected in 1979. However, he was broad-minded, regardless of personal gains and losses, unswervingly confident in the party and socialism, and actively participated in social and political activities after he returned to the leading position of League affairs. He has successively served as secretary general and deputy director of the Standing Committee of the Yunnan Provincial Committee of the Democratic League of China, member and Deputy Secretary General of the Standing Committee of the provincial CPPCC, member of the Central Committee of the Democratic League of China and member of the seventh CPPCC National Committee. Since the Third Plenary Session of the 11th CPC Central Committee, he has devoted himself to the great practice of building socialism with Chinese characteristics. A lot of work has been done for the party to pull out the chaos and implement the party's united front policy.
