Xinshi Town, a town under the jurisdiction of Deqing County, Huzhou City, Zhejiang Province, is one of the seven ancient towns in the south of the Yangtze River. It is a vice central city of Deqing County and a famous historical and cultural town in China. It is located in the east of Deqing County, Huzhou City in the Hangjiahu Plain in the north of Zhejiang Province. Wuzhen and Xitang are 30km to the East, and Nanxun, Zhouzhuang and Tongli are 30km to the north. Compared with these ancient towns in the south of the Yangtze River, Xinshi ancient town has a unique folk culture and business culture.

Xinshi was founded in 308 A.D., so the commerce and trade culture of Xinshi can be traced back to the Jin Dynasty and spread to Japan and Nanyang, especially the silk trade. Xinshi is one of the birthplaces of the ancient Silk Road in China. Xinshi is also full of people and culture. Wu Qian, the number one poet in the Southern Song Dynasty, Shen Quan, a painter who influenced the style of Japanese painting in the Qing Dynasty, Zhao Zichen, a famous theologian and his daughter, Zhao Luorui, a translator in modern times, and Zhu Huiyong, an expert on ancient bridges and ships in China.

In September 2018, the Ministry of agriculture and rural areas and the Ministry of Finance approved the new towns to carry out the demonstration construction of strong agricultural towns.

In October 2019, the new towns were selected as the "Top 1000 towns with comprehensive strength in China in 2019".

The location advantage of new towns is outstanding. Xinshi town is located in Hangjiahu Plain, hinterland of Yangtze River Delta, east of Deqing County, 50km away from Hangzhou, Huzhou and Jiaxing, 30km away from Xuanhang railway, Hangzhou Nanjing Expressway and Shanghai Hangzhou Ningbo Expressway, 80km away from Xiaoshan International Airport and 220km away from Shanghai Pudong airport. The pilot towns are allowed to make overall arrangements for the institutional setup and staffing within the approved total establishment; the business of the institutions dispatched by the county government departments in the pilot towns is guided by the superior functional departments, and the daily management is mainly based on the pilot towns. The appointment, adjustment and staff transfer of the responsible persons should be approved in writing by the Party committee of the pilot towns; the administrative divisions of the pilot towns are allowed to be adjusted appropriately to expand the development space In terms of land use security, financial services, financial management, tax and fee sharing, there are certain policy guarantees and preferences. At the same time, the provincial government has set up an annual special fund of 1 billion yuan for small city cultivation pilot projects (tentatively for three years) from 2010 to subsidize infrastructure, social undertakings, industrial functional areas, technological innovation, planning and other projects, and together with the special fund for small city cultivation pilot projects established by the county to support the accelerated development of pilot towns.

In 2012, the new town began to build a sports center, which is expected to be completed in 2017, and the four-star hotel can also be completed in 2016, which can increase revenue for the government. In the construction of small cities, the government has invested more than 2 billion yuan.

History and culture

During the thousand years from the Eastern Jin Dynasty to the late Qing Dynasty, the culture of Buddhism and Taoism flourished, and more than 30 temples and nunneries were built successively. With the change of history, most of them have been destroyed by the war. Two well preserved temples are juehai temple and Liuwang temple.

Juehai temple is located in the north of Yingsheng bridge (now known as Siqian bridge and Ruyi bridge) on the North Street of Xinshi town. It faces south and covers an area of about 4000 square meters. Juehai temple is a thousand year old temple with elegant scenery and strong fragrance. There is a folk saying that "juehai temple first, then Lingyin Temple". The plaque hanging on the main hall was written by Zhao Puchu, a famous Buddhist master.
