Historical evolution
The site of the park was originally baxianqiao cemetery. In 1865, the British and American concession Industry Bureau purchased 50.98 mu (34000 square meters) of the foundation of the gymnasium in the central and southern part of the park and the former Nanshi District with 4000 taels of silver. On April 11, the seventh year of tongzhi (June 1, 1868), a new cemetery in the British and American concession (later known as baxianqiao cemetery) was built. In the ninth year of Tongzhi, the Council of the French Concession purchased 21.75 mu (14500 square meters) of land in the north of the park, and the new cemetery of the French Concession (later also known as baxianqiao cemetery) was built the following year. In 1925 and 1905, there were 4339 cemeteries, of which 93% were foreigners.
At the ninth meeting of the Standing Committee of the first Shanghai Municipal People's Congress held in August 1956, the people's Congress put forward a proposal to change the baxianqiao cemetery into a park. On December 12 of the same year, the 27th mayor's office meeting made a decision, and the Municipal People's Committee issued the Notice No. 5740 of huhuitingyizi, mainly the Municipal Construction Committee, convened the Civil Affairs Bureau and the garden management office The foreign affairs office and other relevant departments have specifically studied the preparation for the construction of the park. It was announced in June 1957 that all the tombs were moved to Ji'an cemetery in Qingpu County from October of the same year to February 6, 1958.
At that time, the area of baxianqiao cemetery was 35300 square meters. Originally, all the land was converted into a park. Later, there was no stadium in Yimiao district (located in the west of today's southern urban area and the east of Luwan District). With the approval of the Municipal People's Committee on January 8, 1958, 26700 square meters of land was allocated to the municipal landscape management office to build a park, and 8600 square meters of land was allocated to the Yimiao District Sports Committee to build a sports park The field.
The park construction is planned and designed by Chen Lifang of the design department of the municipal landscape management office, and the greening engineering team of the municipal landscape management office is responsible for the construction. The project started on March 17, 1958, was completed on June 20 of the same year, and was opened to the outside world on July 1. The capital construction investment was 167400 yuan. The park was named Songshan Park in preparation for construction, and Huaihai park after completion.
Since 1970, underground air defense works have been built in the park, causing serious damage to roads, sewers and greening. After several local repairs, the situation of dilapidated infrastructure and poor landscape of the park has not been changed. In 1989, the Municipal People's government allocated funds for the reconstruction, and Zhang Yonglai of Shanghai Landscape Design Institute was responsible for the planning and design. According to the characteristics of small park area and high visitor density, the proportion of reconstructed road floor area is larger than that of general park.
