Under normal circumstances, the Ministry of foreign affairs is an indispensable and important functional department in the central government of all countries in the world. In some countries, the Ministry of foreign affairs is not called the Ministry of foreign affairs. For example, the Foreign Office of the United States is called the State Department, and the Foreign Office of Switzerland is called the political department. Other countries call the Ministry of foreign affairs the Ministry of foreign relations and the Ministry of foreign affairs.
Job description
The foreign ministries of all countries usually implement the head responsibility system. The top head of the foreign ministry is usually called the foreign minister. In the United States, it's called Secretary of state. In monarchy, it is called foreign minister. Generally speaking, the foreign ministries of all countries grow up to be government officials of the tenure system. He is often a confidant of the head of government. Once the head of government steps down or the government changes, the foreign minister usually changes his or her person. Foreign minister is a crucial position in every government. Sometimes, the head of government himself even serves as the foreign minister of his own country.
The Ministry of foreign affairs is generally called Ministry of foreign affairs in English. Each country will regard some affairs related to the country's foreign affairs as the responsibility of the Ministry of foreign affairs, such as economy and trade, aid and cooperation, religion and immigration affairs. Therefore, the name of the Ministry of foreign affairs will be different.
Before 1968, the British foreign secretary was only responsible for foreign relations with non Commonwealth Member States, while Commonwealth and other colonial affairs were in the charge of the Department of Commonwealth Affairs. After 1968, the two departments were merged into the Department of foreign and Commonwealth Affairs. In addition to the United Kingdom, the foreign ministries of other member countries are also responsible for foreign affairs with the member countries and non member countries of the association. Therefore, the English name is Ministry of external affairs, which is literally translated as the Ministry of foreign affairs, but it is generally called the Ministry of Foreign Affairs.
The highest head of the Ministry of foreign affairs is the Minister of foreign affairs, whose English name is Minister of foreign affairs or foreign minister. However, the names of some countries in Chinese or English are slightly different from those in general, such as the Secretary of state of the United States State) is usually regarded as the foreign minister of the United States, but in fact, the status of the Secretary of state of the United States is the chief official of the U.S. cabinet, which is different from the foreign ministers of other countries. The foreign ministers of the United Kingdom are also Secretary rather than minister in English; the Spanish speaking countries in Latin America are known as canceller (chancellor in English); in some countries with royal system, foreign affairs are more important Most ministers are called foreign ministers or foreign ministers.
Although the functions and powers of the Ministry of foreign affairs are responsible for the country's foreign affairs, they are affected by different government organizations. In the former cabinet system countries, the foreign minister could directly formulate the country's foreign policy, but if he met a strong prime minister, the foreign minister was usually the general executive cabinet or gave some advice on foreign policy formulation, which was similar in the presidential system countries. After the Second World War, in order to coordinate the overall policies of foreign affairs and national defense, countries usually regarded foreign ministers and defense ministers as one of the core cabinet, that is, members of the National Security Council. Although in the 19th century and the early 20th century, the top executive heads of many countries regarded diplomacy as one of their own rights and responsibilities, this situation was not common in developed countries.
No matter what the foreign minister's political role and terms of reference are, the most basic thing is to be responsible for foreign affairs, such as arranging foreign dignitaries' visits and visiting other countries, and the foreign minister is the cabinet member with the highest rate of going abroad no matter which country he is in.
