Baihua village belongs to Tanjia street, Weiyang District, Xi'an City, Shaanxi Province. It is located on the east side of the middle section of Taihua North Road, 0.8km away from the North 2nd Ring Road and 5km away from the urban area. It is close to Chanba ecological district and Weiyang ecological science and Technology Industrial Park in Xi'an city. It has convenient transportation and obvious location advantages. There are five small groups of villagers, 530 households and a total population of 1707. The existing land is 1780 mu, including 240 mu of homestead, 60 mu of village public facilities and roads, 400 mu of village enterprise construction land, 100 mu of idle land, 16 mu of school land and 800 mu of cultivated land. In 2005, the per capita income of farmers reached 4480 yuan.

The current situation of the village

In November 2002, in the fifth general election of villagers, Comrade Wang Baitao was elected director of the village committee of Baihua village. However, at the beginning of taking office, the village's historical debt of more than 1 million was like a heavy burden on his shoulder, which made him breathless.

"Since the villagers have chosen me, no matter how hard it is, I have to grit my teeth and try my best to do something. I can never live up to the expectations of the masses.". This is what Comrade Wang Baitao often talks about. After several years of struggle, he finally breathed a sigh of relief and relieved the heavy burden. Now Baihua village is a new village with neither foreign debt nor domestic debt, with the development of collective economy and the increase of villagers' income.

At the turn of spring and summer in 2003, a SARS epidemic came unexpectedly, which put Wang Baitao to a new test. Just a few months after taking office, the economy of the village was extremely tense, and the prevention and control of SARS was also related to the safety of the masses. The two committees of the village squeezed out more than 100000 yuan to buy disinfection and anti SARS supplies for the villagers, and distributed them to the villagers door by door, refusing to keep SARS out of the village.

Baihua village primary school was abandoned due to the leakage of school buildings. In order to solve the problem of students going to school, Wang Baitao communicated with Wang Haojun, the Secretary of the village Party branch. After consultation, the two committees of the village reached a consensus that it is urgent to establish a new village primary school. The fund-raising for the construction of Baihua Village Central Primary School was included in the first phase of the reconstruction project of Baihua village. Baihua village primary school started construction in May 2004 and was completed at the end of August 2004. It was put into use on schedule. The school has a building area of 2550 square meters. It is a three-story reinforced concrete structure with 21 classrooms, which can accommodate more than 1000 students. The villagers are happy to say: building the school is our most concern, village head Wang. It's a good thing for our villagers Taihua road is the only way for primary school students to go to and from school. As a deputy to Weiyang District People's Congress, Wang Baitao is always concerned about this matter, and submitted a proposal to the District People's Congress to build a pedestrian overpass here. After examination, it has been implemented and is under construction.

During Wang Baitao's tenure, he distributed rice, noodles, oil, chicken, meat, fish and other daily necessities to the villagers every new year and festival. The villagers were happy to say that we had chosen the right person to be in charge.

Since 2006, the village committee has paid monthly pension subsidies to the elderly over 70 years old in the village, benefiting 54 elderly people in the whole village.

In the past three years as the village director, Comrade Wang Baitao has been thinking about the young, making the young have education, always thinking about the old, making the old have a sense of security. What he thinks more is that the whole village people try their best to do practical things for the village people, do good things, set up streetlights for the village, lay sewers, repair village roads, remove garbage dumps, change to regular transportation, and fill up the village with more than 100 years of history The Waterloo pool, which covers an area of 3 mu, has solved the historical problems that have plagued the villagers for many years. A basketball court has been built in the original site of the Waterloo pool, and fitness equipment has been installed, so that the villagers have a place for activities and fitness.

Through unremitting efforts of self-improvement, the work style and performance of the two committees have been generally appreciated by all villagers. In the general election of the village committee in October 2005, all the members of the two committees were re elected. Among them, Comrade Wang Baitao was re elected as the director of Baihua village with 98% support.

In 2016, the urban reform of Baihua village was not completed, and Wang Baitao disappeared.

Existing problems

The implementation of "village in city" transformation is a major strategic measure made by the municipal government to speed up the development of Xi'an's outward oriented city, make rational use of land resources, improve the utilization rate of land, and make reasonable planning for the future of the city.

Due to the tradition of sweet potato in Baihua village, in order to store sweet potato more easily, every household dug sweet potato cellars. In addition to the previous tunnel excavation, it can be said that the whole village was almost hollowed out. From time to time, there were house and road collapses in the village. In 2003 alone, seven houses collapsed. In order to solve this kind of problem, the village committee has paid a great price, the highest one of which has been approved The compensation is as much as 100000 yuan. The current situation of the old village of Baihua village has become a pain in the heart. Therefore, we must make up our mind to change the current situation.
