Protection and development
Five ups and downs of relocation in eight years
Huangsiqiao ancient city was built in Tang Dynasty with a history of more than 1300 years. It is one of the most well preserved ancient stone cities in China. In 1983, it was rated as the provincial key cultural relics protection unit, and in 2006, it was rated as the national key cultural relics protection unit.
In 2001, Fenghuang County entrusted eight scenic spots including huangsiqiao ancient city to Fenghuang Ancient City Tourism Co., Ltd. In 2003, after investigation and argumentation, it was decided to move all the residents out of the city, and restore the original appearance of the ancient Tang city by presenting the original restoration of the official Yamen and barracks in the ancient city.
No one thought that the relocation had been started five times, which not only failed to achieve the goal, but also made the ancient city into a development dilemma.
In 2003, huangsiqiao relocation headquarters was established, and the relocation work started in September of that year. Because some residents are not satisfied with the compensation standard and lack of funds, the relocation work stopped in January 2006.
In March 2007, although the relocation was restarted, the contradictions caused by the relocation became more and more acute. The tourism affairs of huangsiqiao ancient city were seriously affected, and the relocation work stopped again five months later. In view of this, Fenghuang County held an office meeting in huangsiqiao at the end of that year, and decided to suspend tourism operation in huangsiqiao ancient city to ease the contradiction.
In May 2009, the relocation work started for the third time, and it is difficult to continue in just one month.
According to Wang Cuizhen, deputy mayor of alaying Town, the relocation of huangsiqiao ancient city was started twice, and then was forced to stop.
Why can't we move repeatedly
In early 2008, the government of alaying town raised funds to organize representatives of relocated households to visit the ancient city of Pingyao in Shanxi Province and Dali in Yunnan Province to learn about the experience of local people in cooperating with the government in the protection and development of cultural relics. The residents of the ancient city have gradually realized that only when the ancient city is fully protected and developed, can their life be better and better, and can they not waste their deep feelings and responsibilities for the national key protected cultural relics. Residents said that as long as they can get reasonable compensation and resettlement, they are willing to move out of the ancient city.
According to the latest statistics of alaying Town, the relocation of huangsiqiao ancient city involves 6 natural groups, 141 households and 580 people, and 41 households have been relocated. Some of the remaining 100 households have selected sites and built houses outside the ancient city, but have not yet signed an agreement; some have selected sites but have not yet built houses; another 27 households have not yet selected sites. To complete all the relocation work, 62 mu of land will be acquired, 11200 square meters of houses will be built, and the budget will be increased by 35.44 million yuan.
According to Fenghuang Ancient City Tourism Co., Ltd., in the contract signed by the company and Fenghuang county government, the budget for the relocation of huangsiqiao ancient city is 20 million yuan. The first phase investment for the relocation compensation of the company has reached 19.52 million yuan. In addition, the work fund paid to the relocation headquarters is more than 2 million yuan, with a total investment of 21.7 million yuan, but the relocation work still can not be promoted.
The relocation took eight years, and the number of households involved in the relocation also increased compared with 2003. In addition, the company still has to pay the contract fee when the ancient city is closed to the outside world and there is no income. Therefore, it is very difficult to ask Fenghuang Ancient City Tourism Co., Ltd. to add more than 30 million yuan of relocation expenses, and the problem of relocation funds still cannot be solved.
The ancient city is swaying in the wind and rain
After eight years of five ups and downs, the relocation of the ancient city of huangsiqiao is still in a deadlock. The relocation headquarters is dead in name, and the protection of the ancient city is almost deserted.
Since the suspension of business at the end of 2007, the daily protective maintenance of huangsiqiao ancient city is very few. Except for the west gate tower, the east gate and north gate may collapse at any time. Tu Linying, director of the huangsiqiao village committee, told reporters that building materials on city buildings fell off and stones fell to the ground from time to time. In addition, the weeds on the ancient city are more than two meters high. When the climate is dry or firecrackers are set off during festivals, it is very easy to cause fires.
Individual business is also a hidden danger. Due to the great value of the research on the architectural art of ancient castles and the research on the history of Fenghuang ancient city, the ancient city of huangsiqiao has attracted many cultural circles, art lovers and historical researchers long before the rapid development of Fenghuang tourism.
After the suspension of the opening of the scenic spot, there are still sporadic individual tourists coming to travel and sketch.
