Shen Kuo (1031-1095) was born in Qiantang, Hangzhou. In the first year of Zhihe (1054), he became an official in the shadow of his father (Shen Zhou, Guan Taichang Shaoqing). In October of the fifth year, Shen Kuo's proposal was not adopted by Xu Xi. He was an outstanding scientist in ancient China. He was responsible for the loss of Yongle city in the Xixia army to deal with the crime of disobedience. He assigned the deputy regiment commander of Junzhou to settle in Suizhou, moved back to Xiuzhou, lived in Mengxi in his later years, and wrote "Mengxi Bi Tan". In the sixth year of Xining (1073) in June, Zheng Chan, a water conservancy engineer, built water conservancy projects in Wuyue, violating the interests of LV Huiqing and dismissed him.
In order to deal with Zheng Chan's work after the water conservancy stopped repairing, Wang Anshi recommended him to go to Xiangdu of Zhejiang Province to do irrigation and water conservancy work. He sent envoys and also visited the cave of Xianshui inscribed in Xiandu from Wuzhou to Chuzhou in December. There are Huang Yan, Li Zhiyi and others. When he returned to Beijing, Shen Kuo wrote a letter. Shenzong adopted Shen Kuo's suggestion and divided Zhejiang into two areas.
