Laohe Park

Laohe ecological park in Linfen city is located in the northeast of Yaodu District, Linfen City. It is adjacent to national highway 108 (Linfen East and Beizhong Ring Road) in the East and North, Dongcheng new district and Economic Development Zone in the south, and connects with Linfen River Park through Nantongpu railway and Binhe East Road in the West. The total management area of the park is 22.4 square kilometers, with an east-west span of 7.9 kilometers and a north-south span of 2-4.5 kilometers. After the completion of the ecological construction project of laoqihe River, it will be the name card of Linfen City, thus producing three benefits -- ecological benefit, economic benefit and social benefit. It is a project of virtue and politics and enriching the people, which benefits the present age and the future.

Project overview

The East-West span of laoqiehe ecological engineering area is about 7.9km, and the North-South span is 2-4.5km. The land form is narrow and long from east to west, and shallow and short from north to south. The whole terrain is high in the periphery and low in the valley, showing a trend of high in the East and low in the West. The elevation ranges from 427m to 470m, and is 15-25m higher than the river bottom. Laohe River, Zhuhe River and their confluence run through the ecological construction area of Laozhu River from east to west; among them, Laohe River and Zhuhe river form a river after converging with Tongpu railway bridge from east to west, and form a central platform between Laohe River and Zhuhe River, about 8850 mu.

The comprehensive treatment scope of laoqiehe ecological construction project: it spans national highway 108 in the East, Fenhe River in the west, Huakang road in Yaodu District and North Ring Road in Linfen Economic Development Zone in the south, and national highway 309 and 108 in the north, with a treatment area of about 22.4km2.

There are 22.4 square kilometers (33600 mu) of land in laoqihe area. Among them, the river course covers an area of 1.3 square kilometers (1953.6 mu), the landscape covers an area of 5.7 square kilometers (8624.7 mu), the road network covers an area of 3.93 square kilometers (5890.8 mu), and the river crossing bridge covers an area of 0.2 square kilometers (294.3 mu). The village covers an area of 4.48 square kilometers (6721 mu), and the developable land is 6.9 square kilometers (10350 mu).

Engineering significance

Yaodu District, located in the middle of Linfen, is the seat of Linfen municipal Party committee and government, and the political, economic and cultural center of the city. Yaodu has a long history and profound culture. On November 1, 2000, it changed its name from Linfen City to Yaodu District. The total area of the region is 1304 square kilometers, with a total population of 960000, including 630000 urban population and a total planning area of 155 square kilometers. As the focus of the transformation and development of resource-based cities in Shanxi Province, Linfen central city will evolve into an ecological new city in spatial development. The central urban area will form a four-star pattern of "one heart, three poles, Linfen" with Western high-speed rail area, southern industrial new area, central old city central area and Northern laoqihe ecological new area.

In order to implement the requirements of the provincial Party committee and the provincial government for the Baili Fenhe new economic belt, the municipal Party committee and the municipal government have carried out the overall planning and strategic research on the Laohe area in combination with the overall deployment of the 12th Five Year Plan. Laohe ecological area belongs to the key area of Baili Fenhe new economic belt, which has a natural mission to build "Linfen with one heart and three poles". It has convenient traffic on all sides. It is crisscross and closely connected with national highway 108, Binhe East Road, Gulou North Street, Pingyang North Street and Erzhong road. The newly planned Beihuan Road, Yaoxian Street North Extension and Beiyi road form an urban road network with it. The north is connected with the airport, which plays the role of the North Gateway of Linfen. The implementation of laoqihe ecological construction project is not only in line with the spirit of ecological civilization proposed by the 18th CPC National Congress, but also in line with the strategic deployment of Linfen east city construction. It is the need to speed up the development of the east city and enlarge the urban framework; the need to build ecological civilization and improve the urban quality; the need to transform industries and integrate resources; the need to build a metropolis with a population of one million; and the need to build a civilized, prosperous and harmonious new Yaodu.

Specifically, around the river regulation, the water surface is enlarged locally to form five lakes. Around the lakes, build characteristic ecological park, build six parks, and form the basic pattern of "three rivers, five lakes and six parks".

decision-making process

On January 27, 2011, the development and Reform Commission of Linfen City, the Municipal Finance Bureau, the Municipal Water Conservancy Bureau, the Municipal Forestry Bureau, the Municipal Construction Bureau, and the Municipal Environmental Protection Bureau jointly issued the document "request for approval of the 12th Five Year Plan for the ecological and environmental comprehensive management project of laoqihe River Basin in Linfen City" based on the document No.32 [2011] issued by the development and Reform Commission of Linfen City Jingfa [2011] No. 758 approved the plan. The total investment of the project is controlled at 1.28 billion yuan.

On June 21, 2011, the Eighth Party Congress of Yaodu District Committee of the CPC established the strategic plan of "building a harmonious and livable new east city", and clearly put forward "implementing the ecological construction project of laoqihe River" as one of the strategic priorities of the work.

On July 3, 2011, the first session of the Ninth People's Congress of Yaodu District approved the work plan of "implementing ecological management of Laozhu River and building ecological livable area".

On November 7, 2011, the 2nd executive meeting of Linfen Municipal People's government listened to the report of Yaodu District government on the comprehensive ecological management of laoqihe River Basin. The meeting pointed out that according to the urban planning of Linfen City, the comprehensive ecological management of laoqihe River Basin extends to 108 National Road in the East, Fenhe River in the west, Huakang road in Yaodu District in the South and Beihuan road in Linfen Economic Development Zone in the north, and 309 and 10 national roads in the north 8 National Road area. The project investment was adjusted from 1.29 billion yuan to 2.26 billion yuan, with an increase of 970 million yuan. The meeting decided that Yaodu District government should organize and implement the ecological construction project of Laoxiang River (Urban Section).

In order to adapt to the requirements of bailifen River new economic belt and realize the comprehensive and coordinated development of the two wings of Linfen City, Yaodu District government has carried out in-depth research and Discussion on the ecological environment comprehensive treatment project of Laoqi River Basin, and determined the four ecological construction projects of Laoqi River, namely: River treatment project, landscape construction project, urban road network project, river crossing bridge project and planning area It covers an area of 22.4 square kilometers with a total investment of 5.8 billion yuan.
