In 1864, the central police station at the junction of Hollywood Road and wyndham street was built, becoming the first headquarters of the Hong Kong Police Force. In the early period after the Second World War, the police headquarters was set up in the eastbound of Connaught Road.
In the 1950s, the government allocated new reclaimed land at Arsenal street in Wan Chai for the construction of a new headquarters to replace the central police station. The police headquarters has undergone several expansions. Caine house was built in 1952, while may house, a 20 story building, was built in 1973. It was not until September 1987 that the married police officers' dormitory in the police headquarters was demolished. In December 1993, the "development plan for the scope of the police headquarters in junqichang Street" was promoted to build two buildings in two phases: the police administration building was opened in 1990, and the west wing was opened in 1997.

In view of the aging facilities of the Murray Building, the police force submitted a renovation proposal of HK $230 million to the public works sub committee of the Provisional Legislative Council on 23 April 1997, which was considered uneconomical by the sub committee and asked to consider formulating a long-term reconstruction plan for the police headquarters. After many studies, the police force and the Provisional Legislative Council consider it most feasible and cost-effective to demolish the Murray Building and rebuild the old car park in the first quarter of 2002, and to retain the two newly completed police buildings. Not only is the redevelopment project expected to save about HK $34 million in rent per year for the police force, but also the redevelopment of Jianwei building and Wanchai police station after the completion of the project.
The new complex (the main building) started construction in the first quarter of 2002 and was completed in 2004 at a cost of HK $2.08 billion. On March 12, 2005, the acting chief executive, Mr Donald Tsang, the Secretary for security, Mr Lee Siu Kwong and the Commissioner of police, Mr Lee Ming Kui, presided over the completion, opening and opening ceremony of the building. The building, which was completed in 1990, was renamed the east wing of the building.
After the reorganization, the police administration building, 206 meters high and divided into 47 floors, serves as a high office building for the main units of the police headquarters, with facilities such as a multi-purpose auditorium with 200 seats, a lecture hall with 300 seats, and an indoor shooting range. The low block is equipped with convenient facilities such as a police licensing course, a media reception room, an exhibition room of the crime prevention section, and an interview room of the recruitment team. It is also used by the Wan Chai District police station The East and West wings of the police administration building serve as the office buildings of other units of the police headquarters, while the original Jianwei building serves as the headquarters of the Hong Kong Island region and the Hong Kong Island stormtroopers.
