Historical evolution
General mansion is the first official residence in Heilongjiang in ancient times. From sabusu's opening Yamen in bukui ancient city in Kangxi period to Shoushan general's suicide in the late years of Guangxu period, most of the 76 Heilongjiang generals appointed by the Qing court lived here. After the battle of gengzi (1900), the general's residence was occupied by the invading tsarist Russia for seven years. After Heilongjiang was transformed into a provincial Province in the late Qing Dynasty, the general's office has always been an important office for local military and government. After more than three hundred years, by the end of the 20th century, most of the ancient buildings of the general's mansion had been dilapidated.
In 1999, due to the occupation of roads by jiangjunfu and serious damage, the people's Government of Heilongjiang city decided to build the historic building in Mingyue Island Scenic Spot as a patriotic education base and tourism landscape.

In 1689, China and Russia held the nebuchu negotiation. As a member of the Chinese mission, Sabu Su led 1500 troops to the meeting and made contributions to the signing of the Sino Russian Treaty of nebuchu. In the fifth year of Xianfeng, he was once again employed and transferred to Heilongjiang general. At the right time, when tsarist Russia invaded the border, Yishan adopted the method of "being restrained, but still containing the meaning of tolerance", which enabled the Russian army to advance an inch and defend the military occupation on the left bank of Heilongjiang Province. At this time, the Qing government ordered Yishan to negotiate with the Russian army. Yishan then succumbed to the military intimidation of the Russian army and signed the unequal treaty of Huihui.

In the 26th year of Guangxu (1900), Batu allied forces launched a war of aggression against China. Tsarist Russia invaded the northeast of China with 170000 troops in seven routes. The Qing Dynasty declared war. Shoushan was ordered to mobilize the Qing army, unite the boxers and the people of all ethnic groups in Heilongjiang Province to fight against the enemy. In the end, it was defeated because it was outnumbered. Tsarist Russia soon broke through all the defense lines and came to Qiqihar city. Shoushan vowed never to "change the status of foreigners and fight against humiliation" He sacrificed his life for righteousness and died for his country.
