Historical development
Jiaodong public school
In 1928, Shandong Department of education began to plan and set up rural normal education, advocating "public education" and "survival education". In order to make ordinary people learn to survive, survival education should "start from the lowest level, from the primary education of farmers' children and farmers' public education, so that children and ordinary adults have a different concept of survival education". In order to carry out survival education, we must establish the infrastructure of education, cultivate the teachers of education, and establish the rural normal school.
In 1930, it was decided to set up "the second rural normal school of Shandong Province" (hereinafter referred to as Erxiang normal school). Dong FengChen, a supervisor of the Department of education and born in the Department of Chinese culture of Beijing Normal University, was assigned to prepare for the establishment, assisted by Xia Jichang. After the school was completed, Shandong Education Department announced that Dong FengChen was the president of the school.
In 1934, the school changed its name to "Laiyang simple rural normal school in Shandong Province" (Laiyang rural normal school for short).

In April 1938, the Jiaodong special committee made a preliminary plan to establish Jiaodong public school in the Anti Japanese base area of Jiaodong, following the example of Shanbei public school founded by the CPC Central Committee in Yan'an.
In late August 1938, Jiaodong public school was officially established in Huangxian city. The school was located in the former site of Huangxian middle school, and the normal department was set up when it was established.
In February 1939, the Japanese army occupied Yexian County, and Huangxian county was in a state of emergency. Jiaodong public school withdrew from Huangcheng and retreated to the mountainous area. On the way, they were ordered to merge with Jiaodong Anti Japanese military and political cadre school. Most of the students transferred to military and political school, and some of the younger students evacuated home.
In May 1940, the Beihai District Council and the Political Department of the third Shandong district committee of the Communist Party of China abolished the penghuang union middle school and the Zhaoye union middle school and restored Jiaodong public school. In December of the same year, the CPC Jiaodong District Committee decided to resume Jiaodong public school on the basis of short-term normal education in Ye County.
Since the winter of 1940, Jiaodong public school has held short-term normal classes. Later, it has set up normal education department, normal education class and normal education department.
In the spring of 1945, according to the needs of the development of the Anti Japanese war situation, six middle schools including Jiaodong public school and 14 County divisions were suspended. On November 26 of the same year, Jiaodong administration decided to resume Jiaodong public school on the basis of Laiyang middle school.
In March 1946, Jiaodong public school transferred some leading cadres, teachers and students to Yantai city to take over the former Yantai Dongshan middle school (Zhifu middle school) and Yantai normal school. After the merger of the three schools, it was renamed the general school of Jiaodong public school of Shandong Province. In August, "Jiaodong normal school" was established on the basis of the normal Department of Jiaodong public school. The location of the school was moved to Zhulan village, laidong County, with former and latter teachers.
In September 1947, because the Kuomintang troops focused on attacking Jiaodong, the general school of Jiaodong public school was ordered to evacuate from Yantai city and to the area of Caopu village in Rushan county. A temporary Yantai joint middle school was established with Yantai No.1 middle school and No.2 Middle School transferred from Yantai city.
In January 1948, all the students in Jiaodong district were forced to evacuate and the schools were closed. In October 1948, Jiaodong normal school resumed in Laiyang. The school is located in xixianyou palace, nandasi street, Laiyang.
In 1950, due to the change of administrative division, Jiaodong administrative region was abolished and Laiyang special region was set up. Jiaodong normal school was renamed "Shandong Laiyang normal school" in December of the same year.
Yantai Teachers College
In 1958, with the approval of Shandong Provincial People's Committee, Laiyang normal college was established on the basis of Laiyang normal school.
In 1961, Laiyang Teachers College moved to Yantai City, renamed Yantai Teachers College, under the leadership of Yantai special office.
In October 1962, Yantai teachers' college was changed into Yantai teachers' training school with five majors under the leadership of the provincial education department.
In May 1963, the name of Yantai normal college was restored and returned to the leadership of the first provincial Department of education. At the beginning of the "Cultural Revolution", Yantai teachers college was paralyzed and stopped recruiting students.
In 1971, Yantai Teachers College resumed enrollment.
In January 1984, Yantai teachers college was upgraded to Yantai Normal University, and began to recruit undergraduates

In 2001, Shandong Communications school (Yantai), which was directly under the Department of communications of Shandong Province (founded in 1978), was incorporated into Yantai Normal University.

In 2006, with the approval of the Ministry of education and Shandong Provincial People's government, the University changed its name to Ludong University.
In 2012, it became one of the first batch of "famous schools with application-oriented talents training characteristics in Shandong Province (famous schools with Shandong characteristics project)" and doctoral talents training project units serving national special needs
