Xipan dam, also known as Liwu dam, is a dam in Taiwan. It is located on Liwu River in Xiulin Township, Hualien County, in the territory of Taroko National Park. Its main function is to provide power for Liwu power plant of the East power plant of Taiwan electric power company. The deep and steep valley terrain of Taroko and the abundant water of Liwu River were actively used for power generation during the Japanese occupation of Taiwan. After the establishment of Taroko National Park in 1986, in order to maintain the local natural landscape, Liwu power plant maintained its original scale and did not expand any more. At that time, the Japanese dug a small footpath in the sakaku River to repair the dam and water pipe, which was renovated by the Taroko National Park Management office and became a "sakaku footpath", and now it has become a very popular place for recreation. At that time, the Japanese built a special road for engineering vehicles to drive to the "riverside" in order to build the riverside dam, which also became the predecessor of the Taroko section of Zhongheng highway.
