The former site of the headquarters of the 115th division of the Eighth Route Army is a national key cultural relic protection unit announced by the State Council and the birthplace of Shandong provincial government.
After the outbreak of the Anti Japanese war in July 1937, the Communist Party of China, proceeding from the interests of the country and the nation, reached an agreement with the Kuomintang in accordance with the resolution of the Luochuan meeting to reorganize the Chinese workers' and peasants' Red Army into the Eighth Route Army of the National Revolution. The Eighth Route Army has three divisions, 115, 120 and 129.
Historical evolution
The 115th division is one of the three main forces of the Eighth Route Army led by the Communist Party of China. From 1939, it advanced from Shanxi to Shandong and won the victory in 1945. Its troops grew from 15000 to 270000. It was stationed in Junan for three years and made immortal contributions to the victory of the Anti Japanese war.
The revolutionaries of the older generation Zhu Rui, Luo Ronghuan, Chen Guang, Xiao Hua and Li Yu all fought or lived here. Junan became the command center of Shandong's party, government and army at that time, known as "little Yan'an".

Xiao Hua, former vice chairman of the National Committee of the Chinese people's Political Consultative Conference, said: "during the Anti Japanese War, the command center of the party, government and army in Shandong liberated area was located in Junan for a long time. Many important meetings were held here and many important decisions were made here. Junan is the capital of Shandong liberated area."
On August 13, 1945, Shandong provincial government announced its establishment in Dadian Town, Junan, which was the first provincial people's Government under the leadership of the Communist Party of China.
