Guilin Office of the Eighth Route Army was established in November 1938. It integrates Guilin Office of the Eighth Route Army, Guilin Office of the Southern Bureau of the CPC Central Committee and Guilin Communication Office of the New Fourth Army. It is the leading organ and open office of the CPC Central Committee in the Kuomintang ruled areas in the South. Its task is to publicize the Anti Japanese ideas of the Communist Party of China, mobilize and unite the people of all walks of life in the Anti Japanese War, lead and guide the Anti Japanese cultural salvation movement in Guilin, prepare and transport military supplies and anti Japanese talents, lead and contact the activities of the Communist Party of China's underground parties in southern China and Nanyang, and collect and transmit various important information for the Party Central Committee and the Anti Japanese front line. Now on display in the memorial hall are pens, clothes, briefcases, pistols, cars, motorcycles, furniture, household appliances and other items used by the staff of the Eighth Route Army stationed in Guangxi. The museum also displays photos of Ye Jianying, Xu Teli, Li Da and Ho Chi Minh, the leader of the Vietnamese people, working and activities in the office, as well as relevant cultural and historical materials.
In January 1941, after the "Wannan incident", the office was ordered to cancel. After liberation, the people's government protected and repaired the site. In January 1977, the memorial hall was established and officially opened to the public. It is understood that since its opening to the outside world, the memorial has received nearly 10 million visitors from home and abroad. In recent years, especially since its free opening in 2008, the memorial has received more than 250000 visitors annually, becoming an important place for patriotism education and revolutionary tradition education.

On October 25, 1938, Wuhan fell. On the way to retreat, Zhou Enlai, the representative of the CPC Central Committee, proposed to Bai Chongxi, the deputy chief of staff of the Military Commission of the national government, to set up an office of the Eighth Route Army in Guilin with Bai's consent. In late November, Li Kenong, Secretary General of the headquarters of the Eighth Route Army, led some personnel of the Wuhan Office of the Eighth Route Army to retreat to Guilin, officially establishing the Guilin Office of the Eighth Route Army (hereinafter referred to as Guilin Office). The office has secretarial, communication, confidential, general affairs, finance, transportation and other sections and material transfer department, with more than 80 staff at most.
