——Longhai Railway rerouting and old city reconstruction
In the early 1930s, Longhai Railway extended eastward from Xuzhou to Lianyungang port. The section from Haizhou railway station to Xinpu railway station to the east of Qiangwei river is more than 10 kilometers long in the old urban area. In the past, the common people basically lived in the north of the railway, but few people lived in the south of the railway. After the founding of new China, the urban area developed to the south of the railway, the population gradually increased, and more residents built houses, especially the bungalows on both sides of the railway. Some of them were built on the bungalows at will, with different heights and different parameters, which seriously affected the appearance of the city. As the railway subgrade is high, you can see clearly from both sides of the subgrade, and passengers on passing trains can see the dilapidated condition through the windows.
There are many roads across the railway in the urban area, so the traffic is very inconvenient, especially the three main roads in the center of the city, such as Antarctica Road, Haichang road and Tongguan road. When the train passes through, the railings of the three roads almost fall at the same time, and a large number of vehicles and pedestrians are stranded on both sides of the railway. In order to change the image of the old city, it is imperative to change the railway line.
Since the reform and opening up, the municipal Party committee and the municipal government have put this issue on the important agenda. Since 1984, they have reported their work to the railway department many times. In 1985, the economic South Railway Bureau studied and approved the plan and submitted it to the Ministry of Railways for approval. The railway from Haizhou railway station to Lianyungang port, which is more than 40 kilometers long, was included in the overall reconstruction plan, with the old city railway between Haizhou railway station and Xinpu railway station as the focus. According to the plan of the overall reconstruction project, the line is changed from the west to the north of Haizhou railway station, bypassing the old urban area of Xinpu, and then turning to the East until Lianyungang port. All the original subgrade and Haizhou and Xinpu railway stations are scrapped, and a new railway station and a supporting railway freight yard and station square are selected in the middle; Yuntai railway station is scrapped, and Chaoyang marshalling station is built; Then build a passenger car preparation yard to the east to improve the supporting functions of the East Longhai railway terminal. The construction investment is mainly undertaken by the Ministry of Railways with local cooperation. The Ministry of Railways has set up a construction headquarters to take full charge of the project.
In 1985, the railway rerouting project started. According to the requirements of starting the construction of the bypass line first, the land acquisition, demolition and resettlement within the red line of the bypass line project shall be implemented, and then the supporting new railway station, freight yard and station square shall be built, and the land acquisition, demolition and construction of Chaoyang marshalling station and bus preparation yard shall be carried out simultaneously.
In 1985, the city set up a land acquisition and demolition office, the primary task is to do a good job in the land acquisition and demolition work of the railway line change project. After signing the land acquisition and demolition contract with the railway construction headquarters, the city entered into the preliminary investigation of land acquisition and demolition. In 1987, the municipal land acquisition and demolition office and the land management office of the Municipal Bureau of agriculture merged to establish the Municipal Land Administration Bureau (the predecessor of the Municipal Bureau of land administration), which continued to perform the land acquisition and demolition work of the bypass line. By 1995, land acquisition and demolition had gone through a full 10 years. Tens of thousands of square meters of houses had been demolished, and more than 5600 mu of land had been expropriated, including more than 3000 mu of land for the railway bypass in the old urban area (including the construction of railway station, freight yard and Station Square).
According to the image progress of land acquisition and demolition, the railway construction headquarters organizes the construction in sections, and simultaneously constructs the supporting projects. The new railway line improves the railway carrying capacity, and the railway station, freight yard and marshalling yard also meet the needs of railway transportation management. In the past 10 years, the railway department and local governments have invested a lot of manpower and financial resources, and the construction units and relevant municipal units have worked hard in coordinating contradictions, land acquisition and demolition, and engineering construction.
In 1996, the whole railway bypass line was opened to traffic, Xinpu new railway station, freight yard, marshalling station and other railway facilities were officially opened at the same time, and the old railway subgrade and two railway stations and freight yards were abandoned. After that, on behalf of the municipal government, the Municipal Bureau of land administration discussed with the railway department on the issue of land transfer after railway scrapping. According to the national regulations, the land should be transferred free of charge. However, the railway department proposed that housing, platforms, freight yards and telecommunication equipment should be compensated. After nearly two years of hard negotiation and negotiation and reasonable compensation, all the land after railway scrapping should be transferred to local areas for use in 1998.
After the railway line change, there is a lot of land space left in the urban area. The land of railway subgrade (including the land within the red line of safe operation on both sides of the railway), two railway stations and freight yards have more than 2000 mu. The municipal Party committee and the municipal government have decided to bring the residential areas on both sides of the railway, shantytowns around the railway station and polluting enterprises into the scope of urban planning and transformation, with a land area of more than 3000 mu. In 1998, the construction of Longhai commercial pedestrian street was started in advance. The planned land use scope basically uses the original railway subgrade and land on both sides. The first phase of the project is from the section of Antarctic road through Haichang road to Tongguan road. The planning scheme of Longhai commercial pedestrian street has been entrusted to Tsinghua University for design in 1997. The local government has produced the construction drawings. The then Municipal Construction Commission takes the lead, and Xinpu District, land and Resources Bureau, real estate bureau, demolition office and other departments participate in the formation of the development and construction headquarters to unify the demolition, development and construction. Operation mode, development and construction investment and marketing income of new commercial housing on both sides of the street should be self balanced, with a little profit, and no investment from local finance. First of all, the subgrade is leveled, the private houses and unit houses within the development and construction red line are demolished, and compensation is given according to the regulations; then the construction of commercial pedestrian street is started, and the multi-storey commercial houses are built on both sides of the street according to the design scheme, reflecting the local architectural style and the humanistic characteristics of convenient shopping. The second phase of development still uses the old subgrade, extending from the section of Antarctic road to the west, to the West Salt River, until a pedestrian ladder is built to cross the West Salt River and connect with the North Salt River Road. The commercial street from Antarctic road to the West Salt River is called women's Street, forming the characteristics of women's shopping.
At the same time, the road reconstruction of Antarctic Road, Haichang road and Tongguan road will be started. The three main roads in the urban area are downsloped and widened to pass through the commercial pedestrian street, forming the traffic conditions of North-South access; the plots on both sides of the road are developed and constructed according to the plan, forming a new commercial block; Longhai commercial pedestrian street is further expanded to the East, crossing the Longwei River to Yuzhou Road, and Longhai Road is built on the basis of the original railway special line RT Mart supermarket, local seafood, small commodity market as the characteristics of Longhai commercial street.
Longhai commercial pedestrian street development and construction as the center of the formation of the commercial block, a "Feng" shape, is the most prosperous commercial concentration area in the old city of Lianyungang City.
According to the overall reconstruction plan, from the end of 2000, the land of the original Xinpu railway station and its surrounding plots have also entered the stage of development and construction. According to the planning red line designated by the municipal planning department, the Municipal Bureau of land administration, on behalf of the municipal government, signed the land development and construction framework agreement with Wanrun group. According to the development image progress, the land transfer and related procedures are handled in sections and blocks, and the residential area is planned and constructed in a unified way, so as to make full and reasonable use of this part of land. Especially in 2002, the North-South connection of Yuzhou road has created good conditions for the development of this area. Several residential areas have been built successively, such as Yangguang Lijing, Yangguang garden and Yijing garden. In 2005, the old railway station and its surrounding plots have changed their appearance, forming a new bright spot in the Eastern half of the old urban area of Xinpu.
Now, the old city can not see the traces of the railway and the old train station. Only a few tens of meters old fellow railway tracks are left behind in the Yi Jing Yuan district. As a result, the roadbed is built with stones, covered with glass cover, and carved on the wall, recording the past history. In front of the west gate of the community, there is still a railway bridge more than 30 meters long on the Longwei river. The two piers, bridges, guardrails, sleepers and rails are still intact.
