The Japanese patriotic women's Association is one of the main women's organizations in Japan during the war. Its headquarters are located in Taipei and its branches are located in the cities where the prefectural departments are located. The South Branch was built in the 1920s (during the Japanese Taisho Period). At that time, it consisted of two parts. One building in the North was the women's Association hall, the other in the South was the dormitory, and the central part was connected by a corridor. After World War II, the patriotic women's societies in all places were transferred to the Red Cross. However, because the Red Cross did not need much space, it rented the front building to the information service of the United States, which had consular and cultural services, and a library. After the break of diplomatic relations between Taiwan and the United States, the United States withdrew, but donated the books of the library to the Tainan Municipal government. The Red Cross Society rented the house to the municipal government as the central branch of the library, and the back building was used as the Red Cross itself and the attached nursery.
The entrance is located in the east of the North Center, with a column and wall to receive a rain shelter as the entrance porch. Behind the gate is the foyer. On the east side of the foyer, when it was at Meixin office, it was an exhibition room, and now it is a newspaper reading room. On the south side of the foyer, it used to be a reception office, and now it is an administrator's room. On the west side of the foyer, it used to be a library and librarian's office space, and now it is still used for the same purpose. This part of the foyer is connected with the courtyard in the West. The staircase is next to the gate, and it is made of wood. The second floor used to be an office space, but now it is a reading room. The whole building can be said to have the space composition of Japanese local foreign style residence, rather than the classical historical architectural space type commonly used in general public buildings.
In the aspect of modeling style, the features of Yangfeng residence are more obvious, which can be basically regarded as stone washing base, one floor of exterior decoration materials, the second floor of exterior wall with horizontal wooden board, and the roof of traditional culture tile. The roof has eaves on all sides and simple vertical lines under the eaves. Although the depth is unlimited, it also strengthens the horizontal image of the whole building. Most of the openings are square windows, with octagonal windows in the West and entrance of the staircase. In terms of treatment, the windows are usually directly opened on the wall, but the windows in the north of the staircase and the south of the second floor are slightly protruding, with wooden brackets under them, and the octagonal bay windows in the south of the first floor library.
In terms of interior decoration, most of the first floor is different from its original appearance, but the original wood structure can still be seen on the second floor. Looking at the whole building, it is quite interesting in terms of quantity and structure. At first glance, it is somewhat similar to Wright's prairie style house. Compared with the serious western historical style buildings, it is much more lively and interesting.
