Harbin Vocational College of science and technology is a comprehensive public higher vocational college founded by Harbin municipal government, approved by the provincial government and registered by the Ministry of education. The college has a long history of running a school and has developed rapidly in recent years. It has been rated as the model of civilized unit in Heilongjiang Province, the advanced unit of employment in Heilongjiang Province, the advanced unit of Ideological and political education in Heilongjiang Province, the 13th model worker unit in Harbin City, the advanced collective model of education system in Harbin City and the green school in Harbin city. Won the first batch of national language standardization demonstration school, national language work advanced collective and other honorary titles.

The college is located in Acheng District, Harbin, where Jinyuan culture flourishes. The college covers an area of nearly 250000 square meters, with an area of 150000 square meters. It has advanced design, grand scale, modern architectural style buildings and beautiful garden campus environment. All kinds of teaching and living facilities are perfect with complete functions. There are 419 teaching staff in the college, including 252 full-time teachers, 160 teachers above Deputy Vocational College and 70 provincial backbone teachers. The proportion of "Double Teachers" is 80%. The campus environment is elegant, with advanced teaching facilities and complete public service system. At the same time, it also has a visiting professor team composed of nearly 70 famous scholars, experts, entrepreneurs and government officials. The college has seven departments of science and engineering, finance and economics, modern service, social management, foreign languages, arts and sports science, and a continuing education department. It has advanced teaching facilities and complete public service system, 85 basic training rooms and professional training rooms, and 57 off campus training bases. The library has a collection of more than 400000 books, which can accommodate 1100 people at the same time. The sports ground covers an area of nearly 30000 square meters, with standard teaching and sports facilities such as football, basketball, volleyball, badminton, tennis, etc., as well as competition venues and plastic runways. In 2011, the college successfully passed the personnel training level evaluation of the Ministry of education of the people's Republic of China, and successfully hosted the national speed roller skating championship. The newly-built golf driving range, sports and leisure development center, campus infrastructure transformation and other major projects of colleges and universities in the province were completed and put into use in September 2012. In 2014, the municipal government invested 130 million yuan to build the international exchange center and the college's internship and training building, which will be completed and put into use by the end of the year, improving the college's level in education, teaching, internship and training.    

Students can take part in all kinds of vocational qualification certification during the period of school; before graduation, they can take part in the college to undergraduate examination organized by the whole province, and those who pass the examination can enter the undergraduate colleges and universities, and after graduation, they will be awarded the undergraduate diploma and get the bachelor's degree certificate.
