Shandong Economic Management Cadre College was established in October 1983. It is a formal, multi-disciplinary, comprehensive public university with the approval of the Ministry of education and the people's Government of Shandong Province. In December 1992, in order to meet the needs of establishing the civil service system and training civil servants, the provincial Party committee and the provincial government expanded and established Shandong Administrative College on the basis of Shandong Economic Management Cadre College, implementing "one institution, two brands". At present, the college has become the only comprehensive management college in Shandong Province, which not only carries out higher education, but also cultivates senior and intermediate national civil servants and leading cadres of large and medium-sized enterprises in Shandong Province. The college covers a total area of 1304 mu, of which the new campus covers an area of 1100 mu, with 156000 square meters of the first phase construction project; the old campus covers an area of 204 mu, with a construction area of more than 120000 square meters. The college has teaching building, comprehensive experimental building, library, gymnasium, auditorium, student dining room, dormitory building and other supporting infrastructure; there are laboratory, multi-functional voice room, multimedia classroom, electronic reading room, computer, books, campus network and other teaching facilities, equipment and means for teaching and scientific research services.

The college attaches importance to scientific research, constantly strengthens the organization and leadership of scientific research, and pays attention to promoting teaching through scientific research. There are five independent research institutions: Party building and political system reform research center, regional development research center, county economy research center, enterprise development research center and civil service research institute. Shandong County Economic Research Association and Shandong behavioral science society are affiliated to the college. Journal of Shandong Economic Management Cadre College of Shandong Administration College is open to the public at home and abroad. As a provincial unit for friendly exchanges with foreign countries, the college undertakes the "executive training program" of education cooperation between Shandong Province and Bavaria, Germany.
