Shenyang City University, founded in 2001, is a full-time undergraduate college born in the tide of China's higher education reform. It is also a distinctive science and technology application-oriented university growing up with the rapid development of China's social economy. Its predecessor is the College of science, technology and engineering of Shenyang University. In 2013, with the approval of the Ministry of education, it was officially transformed into an independent private ordinary undergraduate university and renamed as Shenyang City University.

The school is located in dahunan free trade zone of Shenyang City, adjacent to the famous airport Taoxian airport, and in the beautiful green island forest park. The campus is backed by Fenghuang Mountain and surrounded by Green Island Lake. In the 1300 Mu landscape architecture, 50 teaching buildings with an area of nearly 260000 square meters are distributed in rows at the foot of the mountain and beside the lake.

The school has ten teaching departments, including school of mechanical and electrical engineering, School of architectural engineering, School of Journalism and communication, School of business, School of Green Island Hotel Management, School of language and culture, School of film and television media, School of general education and Department of sports and aesthetic education. According to the needs of social and economic construction and development, the university has set up 33 majors covering seven disciplines, including science, engineering, economics, management, literature, law and art, forming six major groups with distinctive characteristics.

The college has 399 full-time teachers, including 46 professors, 96 associate professors and 126 lecturers, 30 with doctoral degree, 253 with master degree or above, and 76 part-time teachers. There are 1 national excellent teacher, 1 Liaoning excellent teacher, 2 Shenyang excellent teachers, and 3 members of Liaoning professional construction Steering Committee. The ratio of students to teachers is 17.74:1, of which 283 have master's degree or above, accounting for 77.1% of the total number of teachers; 142 have deputy senior title or above, accounting for 38.69% of the total number of teachers. Each public course, professional basic course and professional course is equipped with more than two full-time teachers with deputy senior professional and technical positions, and each major is equipped with more than one full-time teacher with senior professional and technical positions. 46 professors give lectures to undergraduates, totally 135 undergraduate courses, accounting for 14.3% of all courses; 96 associate professors give lectures to undergraduates, totally 362 undergraduate courses, accounting for 38.4% of all courses.

The college has 443 full-time and part-time teaching staff, including 367 full-time teachers. Among the full-time teachers, 122 have senior titles and 185 have master's degree or above. The college also selects and hires personnel with high ideological and political quality and strong professional guidance ability to form a team of counselors, head teachers and student tutors to provide in-depth and meticulous services for students, do a good job in Ideological and political education, career planning, academic life guidance and other work, and actively educate and guide students to become talents.
