Luo Wenjia, born on March 2, 1966, is a political figure in Taiwan and a Hakka from Xinwu District, Taoyuan City, Taiwan Province.

Luo Wenjia was admitted to the Affiliated Middle School of National Taiwan University in 1981 and the international relations section of the Department of political science of National Taiwan University in 1985. During his college years, he participated in the student movement. In addition to being elected as a student representative of Taiwan University, he was also elected as the first student president of Taiwan University in 1988. After Luo Wenjia retired from the army in 1991, he served as an assistant to Chen Shuibian, who was then a "legislator".
