At the same time, Lin Jialong also founded "Taiwan think tank". In 2003, he served as the spokesman of the Executive Yuan to handle the SARS crisis as the spokesman of the government press release.

" However, this case is different from the "South Asia tsunami donation case: whether (or not) the appropriation was delayed". It can only be said that the court ruled the fact that the KMT interfered with its reputation. He was elected chairman of the direct election Design Promotion Committee because he was familiar with students from various schools and had a steady style. In 1986, Lin Jialong published an article "analyzing the power structure of Universities: the party, the Communist Youth League, the military training, and the information governance units in NTU" in the University news, a campus Journal of NTU. It was like a formal break with the Kuomintang. During his stay in the United States, Lin Jialong established certain friendship and relations with Taiwan associations in the United States, and experts in China Studies in the United States, Japan, and Taiwan. His political scope also extended to Taiwan's history and culture, government transformation, and relations between the United States, Japan, and Taiwan. although Lin Jialong did not join the DPP after he returned home, his political philosophy was completely consistent with that of the DPP. After returning to Taiwan, he became a think tank of the DPP. In July 1999, he participated in the "Consultation Conference on constitutional reform expansion" as a scholar representative recommended by the DPP, advocating "amending the constitution" and laws to determine the territorial scope under the premise of the "two states theory"; in the 2000 "general election", he attended various political forums, public opinion analysis meetings, and went on TV, with a very clear attitude towards Chen Shui Bian Li Yuanzhe, an intermediary, has made an indispensable contribution to Bian. Therefore, when Chen Shui Bian unexpectedly found power, Lin Jialong became an "advisory member of the National Security Council", an important aide to Chen Shui Bian in dealing with "national defense", "foreign affairs" and cross-strait relations, and the first "ministerial level" senior official in the generation of the student movement. Lin Jialong, who has been entrusted with a heavy task, has become Chen Shui Bian's right-hand man, giving advice and suggestions in foreign relations and cross-strait relations. In addition, in order to help Chen Shui Bian stabilize the political situation and tide over the economic crisis, Lin Jialong also actively contributes to Chen Shui Bian's internal affairs. His efforts have deepened Chen Shui Bian's trust in him.
