Liu Qin? He was born in Caiyang County, Nanyang County (now Zaoyang City, Hubei Province). He is the Royal Minister of the Han Dynasty, the eighth grandson of Liu Bang, Emperor Gaozu of the Han Dynasty, the great grandson of Liu Fa, King Ding of Changsha, and the father of Liu Xiu, Emperor Guangwu of the Han Dynasty.
At the end of the Western Han Dynasty, he served successively as magistrate of Jiyang County and magistrate of Nandun county. He married fan Xiandu, the daughter of Fan Zhong, and gave birth to Liu Yan, Liu Zhong and Liu Xiu.
In the first three years (three years), Liu Qin died.

In AD 3, he died. At that time, Liu Xiucai was 9 years old and was raised by his uncle Liu Liang.
