Lu Ming is a native of Lintong, Shaanxi Province. He joined the vanguard of Chinese national liberation in 1936. He joined the Communist Party of China the next year.
He was director of the enrollment Committee of Yan'an Anti Japanese university, chief reporter of Chongqing Xinhua daily and head office of Xinhua news agency. After the founding of the people's Republic of China, he successively served as director of the foreign cultural Liaison Bureau of the State Council, counselor of the Chinese Embassy in North Korea, deputy director of the foreign cultural Liaison Committee, deputy director of the Asia Department of the Ministry of foreign affairs, counselor of the Chinese Embassy in Vietnam, and ambassador to Kuwait.
