Qishan town
Qishan town is located in the southwest of Peixian County, Jiangsu Province, 20 kilometers away from Peicheng. It is adjacent to Huashan Town in Fengxian County in the west, Wangdian Township in the north, tanglou Township in the East, Hekou Township in the South and Mengzhuang Township in the southeast. It is 8 kilometers long from east to west and 6.5 kilometers wide from north to south, with a total area of 89.51 square kilometers. Qishan town is the highest in Peixian county. It can be called "the roof of Peixian county". The highest point is in Shilou village, 2km southwest of the town, with an altitude of 41.6m, which gradually decreases to the northeast and reaches Zhulou in the northeast, with an altitude of 38m.
In December 2019, Qishan town was selected as "civilized town of Jiangsu Province in 2016-2018".

Peixian County governs the town. Peiqi highway runs through the north and south, with the Longkou river passing through. It has jurisdiction over 17 village committees including Qishan village, Qishan village, dawanglou village, Shilou village, Qimiao village, Ma Village, jiangliyuan village, hemengzhuang village, DanZhuang village, Wutang village, wangliyuan village, puzhuang village, Mengzhai village, zhuxinlou village, Xilou village, Jiangcun village and Xinzhuang village.
Historical landscape
Qishan area belongs to the Yellow River flooding area in history. The ancient Yellow River burst all the time and alluvial here into a plain. According to the boundary of Yanqi highway which runs through Qishan Town, there is part of brown red silt soil in the east of the highway, and yellow sandy soil in the west of the highway, which is suitable for planting three wheat, corn, coarse cereals, red taro, cotton, melons, vegetables and fruit trees. There are two natural overtopping rivers in the southwest and northeast of the territory: Luwan River in the south, which is deep, and gupaoshui old road in the north, which has many branches, so that the interior of the territory is slightly high and low-lying. Qishan is the only mountain in Peixian county. It is said that there were seven ancient peaks in Qishan, so it is called Qishan. Later, due to the flood deposition and great changes in the past dynasties, the only remaining peak is located in the center of Qishan village, southwest and northeast. Before the liberation of Peixian County in 1948, we can still see this green limestone hill, which is about 40 meters long, 8-10 meters wide and 3-4 meters high. In the past dynasties, the administrative divisions of Wei, Zhai, Qu, Xiang and Zhen were all named after Qishan. After liberation, due to years of Quarrying for public and private buildings, it has now become a 40 meter deep, 4000 square meter large stone pit. Looking up, you can't see the mountain. Looking down, you can see the Bitan. Some people call Qishan "strange mountain".
Historical evolution
Qishan town has a long history and has been subordinate to Peixian county since ancient times. During the spring and Autumn period and the Warring States period, villages were formed. According to the Han tombs and funerary objects unearthed three times in Qishan from 1971 to 1983, it can be inferred that during the Qin and Han Dynasties, this area was densely populated and developed in agricultural economy. According to Peizhi, there is Qinglong Guizhi mountain in the southwest of Pei, and there is Xiao He's horse drinking place at the foot of the mountain. I think this place is not far from Qishan. In 1781, the Yellow River burst in qinglonggang, Henan Province, and the flood inundated Peicheng. Langgengqian, the county magistrate, ruled Qishan and built brick city, government office, Academy and Confucian temple, which became the political, economic and cultural center of Peixian at that time. In the first year of Xianfeng (1851), on August 19, the Yellow River burst at panlongji and submerged Qishan city. The county magistrate Jing bukui moved the county government to Xiazhen. From the four dynasties of Qianlong, Jiaqing, Daoguang and Xianfeng, Qishan has been the county government for 70 years. In 1913, Peixian county was divided into two cities and five townships. Qishan city and Peicheng city were the same level administrative divisions. The Municipal Council and the board of directors are all located in Qishan. In 1928, Qishan city was changed into Qishan Administrative Bureau, which was set up in Qishan. From 1931 to 1948, the Kuomintang took Qishan area as the third district. Before the Anti Japanese War, the district office was located in Qishan. In 1944-1948, the Anti Japanese democratic regime led by the Communist Party assigned the western part of Qishan town to Shahe district (later called Wangdian District) of peitong County, and the eastern part to Mengzhai District of peitong county. Before liberation, Peixian county was under the leadership of Huxi special office of Hebei Shandong Henan Administrative Office founded by the Communist Party. After liberation, Qishan was designated as the Fourth District of Peixian County, and the district office was located in qianma village. Because qianma village and Qishan are close to each other, all the major gatherings in the district are in Qishan. From March to September 1949, Peixian county was under the leadership of Huxi special office of Pingyuan province. From October 1949 to the end of 1952, Peixian county was transferred to Shandong Province. In January 1953, Peixian County returned to Jiangsu Province. The division of Qishan town was determined when the commune was planned in 1962. In September 1958, the people's commune was established and renamed Qishan people's commune. In 1983, the commune system was abolished and the township system was restored, which was renamed Qishan township. On December 23, 1991, Qishan town was renamed Qishan town. Qishan town has 17 administrative villages, including 60 natural villages. In 1995, the total population was 32732. Among them, there are 10 brothers, including Hui, Buyi, Zhuang and Miao, and the rest are Han. The people of all villages and ethnic groups live in harmony as one family. The people of Qishan have a glorious revolutionary tradition of fighting against aggression and oppression. In August 1938, Kong Xianjie (also known as Kong Laoliu) was famous for his heroic deeds of killing Japanese soldiers with iron fist in Shilou village. In 1938, under the leadership of the Communist Party of China, underground Party organizations were successively established in Xilou, xialaozhuang, Zhangzhuang, dongwanglou, chenpaolou and other villages, including the rural Rescue Association, women's Association, children's League and sister League, to carry out Anti Japanese, anti rape and anti hegemony activities. In 1943-1948, sun zunshan, Zhang Kaike, Chen Guanghui, Xi Wenwen and other comrades mobilized the masses to establish the people's political power in Shahe district and Mengzhai District of peitong County, waged an open and fierce struggle against the enemy and the puppets. Through Anti Japanese and anti adultery, rent reduction and interest reduction, the people's ambition was greatly enhanced and the prestige of the enemy was greatly destroyed. In the war of resistance against Japan and the war of liberation, 65 comrades such as Pei Shengde, Wei Yanxi, Xi Houyuan, Cheng Shiwen, Wang Hanqing and Xi Wenwen successively gave their precious lives. In November 1948, as soon as the people of Qishan town (township) were liberated, they enthusiastically joined in supporting the Huaihai Campaign. At the same time, he took an active part in the struggle against hegemonism and maintained the stability of social order.

The development of industrial and agricultural production has promoted the progress of infrastructure and various undertakings. In 1963, Xupei West Highway (Yanqi highway) which runs through Qishan town was completed and opened to traffic, greatly improving the traffic conditions in Qishan town.
