Gaoshan township was set up in 1950, merged into Wangji commune in 1958, set up Gaoshan commune in 1960, and changed to township in 1983. In 1996, it covers an area of 65 square kilometers and has a population of 3000. All of them are of Dongxiang nationality. It has jurisdiction over five administrative villages, namely, Sala, Chaba, miaoerling, buyugou and Zhongzhuang.
