History of construction
In the 14th year of Kangxi (1675), there were Mongolian herdsmen in the lower reaches of the river.
Qianlong 52 years (1787), the formation of settlements, initially known as shuishunzhuang.
In the eighth year of Xianfeng in the Qing Dynasty (1858), it was first called kebuer, belonging to Ningyuan hall. Later, it was named kangbao'er, kangbu'er and Fuxing town.

In 1912, Taolin county was established in kebuer.
