In the Han Dynasty, Liuhe Town belonged to xuantu County; in August 1956, it was renamed Liuhe Town from Chengguan District. By the end of 2018, the number of registered residence in Liuhe Town was 110175. As of June 2020, Liuhe Town has jurisdiction over 23 administrative villages.

History of construction
In the Han Dynasty, it belonged to xuantu county.
In the Tang Dynasty, it belonged to Anton capital. After the establishment of Bohai State, it belonged to Yalu Prefecture.
In Liao Dynasty, it belonged to Dongping county.
In the Jin Dynasty, it belonged to Huining mansion on Shangjing road.
In the Yuan Dynasty, it belonged to Xianping mansion, Kaiyuan Road, Liaoyang xingzhongshu province.
In Ming Dynasty, it belonged to the west of Zuowei in Jianzhou.
Qing Kangxi 16 years (1677), is Shengjing general, mingpiaoshan. In 1877, it belonged to Yangzi road in the north of Tonghua County.
In the second year of the Republic of China (1913), it belonged to the Eastern Road of Fengtian province. In 1928, it belonged to the guard yamen of dongbiandao. In 1929, it belonged to Liaoning Province. During the period of northeast occupied by Japanese, Liuhe County Office and Liuhe Street office were set up. In 1945, it belonged to the democratic united government of Liuhe County. In January 1946, it was changed into Chengxiang Town, belonging to the first district of Liuhe County. In February 1947, it was assigned to the first special area of Liaoning Province. In February 1948, it belonged to Liaoning Province; in July of the same year, it belonged to Tonghua District of Anton Province, belonging to the first district.
In January 1951, Chengxiang town was established; in June of the same year, it was renamed Liuhe Town.

In August 1956, Chengguan District was renamed Liuhe Town.
In September 1958, it was changed into Liuhe Town commune.
