Bayin qiandamensumu, belonging to ulatehouqi, Bayannaoer City, Inner Mongolia Autonomous Region, is located in the northeast of ulatehouqi, bordering ulatezhongqi in the East, chaogewenduer town in the West and the people's Republic of Mongolia in the north. It covers an area of 6171.47 square kilometers. By the end of 2018, the population of the former registered residence of Damin was 2660.

In 1962, the former Damen commune of Bayin was set up, belonging to the middle and later United banner of Ulat. In 1970, it was put under the rear banner of Ulat. In 1984, the commune was changed into Sumu, where the residence was wulijitu temple. In 2005, Baoyintu Sumu was merged into Damen Sumu before Bayin. As of June 2020, Bayin qiandamen Sumu governs 9 Gacha, and Sumu people's government is stationed in wulijitu temple.
