Liangwan town is located in the southeast of Shuifu City, adjacent to Hengjiang River in the East and Shuanglong town across the river, Tantou township of Yanjin County in the south, Taiping town across the upper reaches of Zhongtan River and Xiaohe River in the west, and Xiangjiaba town across the lower reaches of Zhongtan River in the north. The town government is located in Qingping market town of Huatan village, 32 kilometers away from Shuifu city. The terrain is high in the East and low in the west, with an altitude of 290-1677 meters. With a total area of 122.28 square kilometers, it has a subtropical monsoon climate with more mountains and less plains. The annual average temperature is 18.7 ℃, and the annual frost free period is about 320 days. The annual sunshine hours are 667-1195 hours, and the annual rainfall is 1000-1400mm. Huilongtan hot spring has a well head flow of 0.015 m3 / s, a well head pressure of 37 kg / cm2, a water temperature of 96 ℃ and an annual production of 513400 m3. After development, it can become the second largest canyon hot spring ecological park with rich water. Kunshui highway runs through five villages along the Hengjiang river. Neijiang Kunming Railway enters Huatan village of Liangwan town from Sichuan and runs through Huatan village, Liangwan village and Chengfeng village, with a total length of 16.3 km and two stations of xiaoerping and tongguxi. Hengjiang River enters Chengfeng village and flows from south to north, with a flow of more than 20 kilometers in the town. There are yangliutan power station and dayukong power station. The static investment of yangliutan hydropower station is 480 million yuan, the dynamic investment is 540 million yuan, and the installed capacity is 51000 kW.
On June 23, 2016, it suffered from a huge flood disaster. The maximum rainfall is 153mm, which has not happened in 50 years. The direct economic loss of the whole town is 25422000 yuan, and one person died.
From 21:30 on July 5 to 4:00 on July 6, 2016, there was a torrential rain in Liangwan Town, with the maximum rainfall of 259.4mm. A total of 142 villager groups and 1 community in 6 villages of the town were affected by the disaster. The total economic loss was more than 104.43 million yuan, resulting in two deaths.

It has 6 village committees and 143 groups: Liangwan village, Huatan village, Shiyan village, Xintan village, Chengfeng village and Sanjiao village. Liangwan village has 32 villager groups in 4 districts, and Huatan village has 12 villager groups. Shiyan village governs 6 districts and 22 villager groups. Xintan village governs 29 villager groups in 4 districts, and Chengfeng village governs 22 villager groups. Sanjiao village governs 5 districts and 26 villager groups. It is a Miao inhabited area, of which the Miao nationality accounts for 91.8%.
Evolution of organizational system
In 1950, the two bowls were under the jurisdiction of the Fifth District of Yanjin County (Tantou District). In 1958, during the people's commune movement, two bowls merged with Chengfeng, Huatan, Xintan, Shiyan and Sanjiao to form Qianjin commune with two bowls as the center. The commune was located in two bowls market town. On January 24, 1959, Qianjin commune was renamed Liangwan people's commune. On August 14, 1981, with the approval of the State Council, Liangwan people's commune, which is subordinate to Yanjin County, was designated as the administrative region of Shuifu county. On September 21, 253 members of the Party committee and 10 party branches of Liangwan people's commune were transferred to Shuifu county Party committee. On October 1, 1981, sheliangwan people's commune was established. In January 1984, two bowl district was set up. In January 1988, Liangwan district was removed and Liangwan township was established. In March 2011, the Township People's government moved from Liangwan town to Qingping town. In July 2012, the construction of office and civilian houses in the former Qingping market town was completed, and the comprehensive party and government business houses were fully constructed and put into use. In November 2012, Liangwan township was removed and Liangwan town was established.

Miao Huashan Festival
Sanjiao village, Shuifu Liangwan Town, is the residential area of the Miao people. The fifth day of the fifth lunar month is the grand and traditional national festival of the Miao people - Huashan Festival. Huashan festival was originally a festival for Miao people to celebrate their escape from disaster. In ancient times, there were wars between Miao and other tribes, from the first year of the rooster to the second year of the rooster. After 12 years of war, the Miao tribe lost a lot of soldiers. The leader of the Miao tribe realized that if it continued, it would be bad for future generations, so he designed to escape the disaster of war. The day to get rid of the disaster is the fifth day of the fifth lunar month. Therefore, in order to celebrate this day, the Miao compatriots gathered in the mountains to enjoy and pray for a peaceful and happy day. Since then, the festival has been held every year and has become the most grand festival of the year. Every festival, the children of the Miao family will wear festival costumes, dance Lusheng dance, sing ancient songs and folk songs, and carry out traditional activities such as shooting crossbows, dressing, needling, Jima and mountain climbing.
