Xinghua township is under the jurisdiction of Ning'an city. Located in the middle of the county, on the North Bank of Mudanjiang River. The township government is 20 kilometers away from the county seat.
Xinghua township is located in Xinghua village, formerly known as "Fanjiatun". In the Qing Dynasty, the official road from Ninggu pagoda to Jilin Wula passes through the middle of the township from east to west, so it was developed earlier. During the period of the Republic of China, it was subordinate to the township of Ning'an county. During the period of the Northeast occupied by the Japanese, it was subordinate to Bohai Bao, the third district in 1933, and changed to qijianfang village in 1939. After the victory of the "93" Anti Japanese war in 1945, it initially belonged to the third autonomous region. In May 1947, it was divided into Jingpo county and the fifth region. In August 1948, after Jingpo county was merged into Ning'an County, it was changed into the seventh district. In May 1956, Xinghua township was set up instead of regionalized township. In September 1958, he joined the people's commune of Tokyo. In January 1961, it was transferred to Tokyo City commune. In the autumn of 1965, Tokyo City commune was abolished and three communes were set up, namely, Xinghua commune, zhongmahe commune and Chengdong commune. In April 1984, Xinghua commune was changed into Xinghua township. Xinghua township is located in hilly area. The total area of the township is 72.4 square kilometers, with 32000 mu of arable land. Economic crops include melon seeds, flue-cured tobacco, etc. It has jurisdiction over 11 villages, including Longqi, Tunli, hongmaogou, hongyangou, hongjiagou, etc. At the end of 1992, the total population of the township was 6043, of which the Manchu and other ethnic minorities accounted for about 14%. The township government is located in Xinghua village.
