As of January 15, 2021, there are 162 special customs supervision areas in 31 provinces, cities and autonomous regions. Among them, there are 147 comprehensive bonded zones, 2 bonded ports, 9 bonded zones, 1 export processing zone and 1 Zhuhai Macao cross border industrial zone (Zhuhai Park).

Relevant policies

The comprehensive bonded area, like the bonded port area, is a special open area with the highest level of opening, the most preferential policies, the most complete functions and the most simplified procedures. Compared with bonded zone, it has more complete functions. After integrating the original bonded zone, bonded logistics park, export processing zone and other export-oriented functional zones, it has become a more open form and more in line with international practice.

According to the current relevant policies, the customs implements the closed management of the bonded area, the bonded management of foreign goods entering the bonded area; the goods from other domestic areas entering the bonded area are regarded as leaving the country; at the same time, the foreign trade and foreign exchange administration departments also implement relatively preferential policies for the bonded area. When enterprises carry out port operations in the comprehensive bonded zone, the customs, commodity inspection and other departments can transfer the goods for export at any port (port or airport) after inspecting the goods in the zone, without further open box inspection.

Foreign goods are bonded in the zone;

When the goods leave the zone and enter the domestic market for sale, the customs declaration shall be handled according to the relevant provisions on the import of goods, and the tax shall be levied according to the actual state of the goods;

Domestic goods entering the zone shall be regarded as exports, and tax refund shall be implemented;

No value-added tax and consumption tax are levied on goods transactions between enterprises in the zone.

Jiangyin, Jiangsu Province

On November 2, 2015, with the approval of the State Council, Nanning Bonded Logistics Center entrusted by Nanning high tech Zone was officially transformed and upgraded to Nanning comprehensive bonded zone. This is the third state-level bonded zone in Guangxi. The successful upgrading not only consolidates the status of Nanning comprehensive bonded zone as the largest "dry port" in Southwest China, but also effectively promotes the faster economic and social development of Guangxi.

Chengdu, Sichuan

Chengdu high tech comprehensive bonded zone is the integration and expansion of Chengdu Export Processing Zone and Chengdu bonded logistics center (type b). Chengdu Export Processing Zone, established with the approval of the State Council in April 2000, is one of the first batch of export processing zones in China, with a total import and export volume of US $6.42 billion in 2009 and US $5.075 billion from January to July 2010, an increase of 43%, ranking fifth in China and first in the central and western regions. In 2013, the total import and export value of Zhengzhou Xinzheng comprehensive bonded zone was US $35.788 billion, with a year-on-year growth of 27.9%, ranking second in the national comprehensive bonded zone and fourth in the national customs special supervision zone. According to the data provided by the two zone associations of the General Administration of customs, in 2013, the top four comprehensive bonded zones approved by the State Council were Kunshan Comprehensive Bonded Zone, Zhengzhou Xinzheng Comprehensive Bonded Zone, Chengdu Gaoxin comprehensive bonded zone and Suzhou Industrial Park.

Nanyang, Henan

Nanyang Wolong comprehensive bonded zone is located in the north of Nanyang Optoelectronic Industrial Cluster, with an area of 3.03 square kilometers, and the construction area of phase I is 1.05 square kilometers. In the zone, it can carry out international re export trade, international procurement and distribution, international transit, commodity display and other business. Suifenhe, Heilongjiang

Heilongjiang Suifenhe comprehensive bonded zone was established with the approval of the State Council on April 21, 2009, with a planned control area of 1.8 square kilometers. It passed the national acceptance on August 31, 2010, and officially closed on December 22, 2010. It is the only comprehensive bonded zone in the Sino Russian border area.

Heilongjiang Suifenhe comprehensive bonded zone is located in Suifenhe City in the southeast of Heilongjiang Province, bordering on the most developed and resource rich coastal frontier in the Far East of Russia. Suifenhe Comprehensive Bonded Zone in Heilongjiang Province has two special lines of wide gauge railway and standard gauge railway, with binsui railway in the north and 301 Expressway in the south. It is only 210 km away from the port and airport of Vladivostok, the largest city in the Far East of Russia, and 270 km away from nahodka, the Far East free economic zone of Russia. Ganzhou, Jiangxi Province

"Several opinions of the State Council on supporting the revitalization and development of Gannan and other former Central Soviet areas" clearly pointed out: on the basis of Ganzhou export processing zone, apply for the establishment of Ganzhou comprehensive bonded zone according to procedures, and build it into an inland open economic demonstration zone. In August 2012, the people's Government of Ganzhou City reported the request for instructions on the establishment of Ganzhou Comprehensive Bonded Zone on the basis of Ganzhou export processing zone to the provincial government. It took one year and four months for Ganzhou comprehensive bonded zone to be approved by the State Council. Ganzhou entered the "port era" with port service function.

According to the State Council's reply, Ganzhou comprehensive bonded zone has a planned area of 4 square kilometers and is located within the jurisdiction of Ganzhou economic development zone. Ganzhou comprehensive bonded zone and Ganzhou golden airport will rely on each other. Caofeidian, Hebei

On July 23, 2012, with the approval of the State Council, Caofeidian comprehensive bonded zone was officially established. This is the first comprehensive bonded zone in Hebei Province, which has become one of the few.
