Chaoyang township is located in the southeast of Shuangcheng District of Harbin City, adjacent to Lanling town in the South and Shuangcheng Town in the north. The township government is 12 kilometers away from the urban area.
The whole area of the township is flat, with low-lying land accounting for about half. Covering an area of 171.5 square kilometers, the township has jurisdiction over 20 villages, including Shengquan, Shengfeng, Shengqin, Shengcheng, Shengping, Shengli, Shengye, shengqian, Zhengguang, Zhengan, Chengming, Chengdong, Chengli, Chengle, Chengji, Shengxiang, Shengde, Shengxing, Shenghua and Shenggong, with 45 natural villages and a cultivated land area of 169113 mu.
The township government is located in liuqiwang village. In 2006, there were 11153 households with a population of 50210, of which the Manchu and other ethnic minorities accounted for 4%, and the labor force was 19092. In the area of Lalin River and yinla River, national highway 102 and Tongsan Expressway run through the area, with convenient transportation and superior geographical location.

During the period of the Republic of China, it was divided into six districts, and during the period of Puppet Manchuria, it was Shangpu and Shanglian villages. It was divided into 15 districts after liberation in 1946 and Chaoyang District in 1949. In 1956, it was divided into three townships: Chaoyang, Shengfeng and Qianjin. In 1958, it was merged into Chaoyang commune. In 1970, some brigades were set up from the two communes of Dancheng and Chaoyang. In 1984, Chaoyang Township and Qianjin Township were changed. At the end of 1985, Chaoyang Township, with an area of 94.9 square kilometers and a total of 4945 households and 25935 people, had jurisdiction over 16 village committees, 22 natural villages and stationed in liuqiwang village; Qianjin Township, with an area of 97.4 square kilometers and a total of 4264 households and 23551 people, had jurisdiction over 14 village committees, 27 natural villages and stationed in Qianqian village.
In 1996, Chaoyang Township covers an area of 74.1 square kilometers and has a population of 24000. It governs 16 administrative villages including Shengquan, Shengxiang, Shengde, Shengxing, shengchan, Shenghua, Shenggong, Chengfu, Chengli, Chengzhi, Chengdong, Chengbao, Chengming, Chengji, Chengle and Chaoyang. Qianjin Township covers an area of 97.4 square meters and has a population of 25000. It governs Shengfa, Shengyu, Shengfeng, Shengqin, Shengyong, Shengcheng and Shengping There are 14 administrative villages: Shengli, Shengxing, shengqian, Zhengguang, Zhengan, Zhengwang and Zhengsheng. In 2000, the population of Wupu was 22576 in Chaoyang Township and 23302 in Qianjin township.
