Huancheng Township, located in Yunnan Province, is located in the Intermountain basin. It covers an area of 347 square kilometers and has a population of 58000. Township enterprises focus on flour, hardware, brewing and production.

Luoping County governs the township. In the Qing Dynasty, it belonged to Dongxiang and Nanxiang respectively. In 1940, it belonged to Luoxiong Town, Lashan Town, Longgang Town and Jinji town respectively. Hongqi commune was set up in 1958 and set up around urban and rural areas in 1988. It is located in the southwest of the central part of the county, 1.5 km away from the county government. It is located in the Intermountain basin.
