Before and after the Opium War, "social studies" were greatly promoted among the people. In the 18th year of Daoguang reign of the Qing Dynasty (1838), Taihe began to establish "Liansheng sociological school" and "Zhongyong sociological school". After the establishment of the social science, the well-known gentry and senior officials were elected as directors to settle disputes for the neighborhood, arrest thieves, maintain local public order, make the people live and work in peace and contentment, and become non-governmental autonomous institutions.
In 1856, Xie Shien of xiejiazhuang founded "tuanlian Renshan General Administration" in Dongping commune, which set up a contract within its jurisdiction, the establishment of "social studies" and "contract", and the alliance of Liansheng and Zhongyong, which strengthened local autonomy.
In the winter of 1897, Panyu county set up "Eighteen social and public bureaus" in Jiangcun village, which governed 18 social schools in Yubei area, and included them into the category of government and people.
At the beginning of the Republic of China, it still followed the system of the late Qing Dynasty.
