Shengli Township, in Qing Dynasty, belongs to Hulan city with blue flag.

In 1905 (the 31th year of the reign of Emperor Guangxu of Qing Dynasty), it was put under the jurisdiction of Lanxi County and Xixiang district. During the period of the Republic of China, it was under the five guarantees. After the fall of Northeast China, it belonged to Xidian village and Dachang village. After the victory of the Anti Japanese war in 1945, the northern part belonged to Taiping District, while the southern part belonged to Kangrong district. In 1956, Daxing Township was established. In August 1958, it belonged to struggle and unity commune. In December 1975, Shengli people's commune was established. In May 1983, the government and society were separated and changed into Shengli township. the south of Shengli township is flat, and the north is slightly higher than the south. The total area of the township is 107.5 square kilometers, and the cultivated area is 108000 mu, mainly planting corn, sorghum, soybean, millet, flax and other crops. The forest land covers an area of 20000 mu, with a coverage rate of 11.9%. Township industry has flax raw material factory, brick factory, farm tools repair factory. The township has jurisdiction over 11 villages, including Xidian, Beigang, Zhongxing, Daxing, Beixing, Xianfeng, Fengchan, Yongfeng, Xingguo, Aiguo and ranch. At the end of 1992, the total population of the township was 15400, all of whom were Han nationality. The township government is located in Daxing village.
