Chengguan Street belongs to Shangnan County, Shangluo City, Shaanxi Province. In May 1950, Chengguan Township was set up, under the jurisdiction of 13 administrative villages.
In 1956, Wulipu Township and Yangqiao Township were merged into Chengguan Town, with jurisdiction over 24 villages.
In October 1958, the red flag (Chengguan) commune was established, with 6 administrative areas and 15 production teams under its jurisdiction.
In December 1964, it was renamed Wulipu commune, which has jurisdiction over 15 brigades.
In December 1980, Chengguan town was changed.
In May 1997, caoying Township, Wulipu Township and Zhangjiagang Township were merged into the city, with jurisdiction over 15 administrative villages and 3 communities.
